Proposals for Standby Investigation & Remediation (I&R) Services Contracts will be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditures and Travel, 10th Floor, 625 Broadway, Albany, NY 12233, Attn: Lori Liddane until 1:00 PM on Thursday, July 10, 2014. These submittals will be publicly opened and acknowledged at the above time and date. Telegraphic or other electronically transferred proposals will not be accepted.
Description of Services: The New York State Department of Environmental Conservation (NYSDEC), Division of Environmental Remediation (DER) is responsible for managing contracts that provide investigation & remediation services. I&R services for the purpose of this procurement are defined as any action taken to address a situation which requires action to ensure that a release or potential release of contaminants (i.e., petroleum, hazardous waste) does not threaten the immediate public health or the environment. The actions may involve investigating, controlling and removing the source, in combination with confining and/or removing any released contaminants to minimize and remove the potential for significant damage to public health and the environment, and to supplement the services provided by the standby engineering contractors. I&R Services generally involve, but is not limited to, the following work elements: investigation, remedial systems, analytical quality assurance/quality control activities, site response activities/interim remedial measures, site management, off-site transportation and disposal, excavation, whole house water treatment system, expedited site assessments (TRIAD), and active soil depressurization systems. These will be standby investigation & remediation contracts with no minimum guarantee of work. These Contracts will be awarded throughout all NYSDEC Regions and Multiple Contracts will be awarded in each NYSDEC Region.
Mandatory Requirements and Eligibility/Qualifications Requirements
- All Proposers MUST attend the mandatory Pre-Proposal Meeting scheduled for June 19, 2014, at NYSDEC, 625 Broadway, Albany, NY 12233 at 1:00 PM. A maximum of two (2) representatives per Proposer will be permitted to attend. Proposers must register attendees prior to the date of the meeting by contacting the Department's Designated Representatives listed below.
- All Proposals MUST be received by 1:00 PM on Thursday July 10, 2014 to the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditure Accounting and Travel Services, 625 Broadway, 10th Floor, Albany, NY 12233, Attn: Lori Liddane.
- Proposers must meet all of the mandatory requirements as stated in the RFP.
