Notice of Intent, Transfer or Termination (NOITT) for Storm Water Discharges Associated with Industrial or Construction Activity under the SPDES General Permit

If your facility has storm water runoff that eventually ends up in a drainage ditch or a surface water, then you may be required to obtain a general State Pollutant Discharge Elimination System (SPDES) permit which is issued to a class (or category) of activities. Instead of an application for an individual SPDES permit (as outlined above), eligible dischargers may obtain the authority to discharge by submitting a completed Notice of Intent, Transfer or Termination (NOITT) (pdf, 18.1KB, 2 pages) form. Just like any other permit, activities which are covered under the general permit are required to comply with the provisions of the general permit.

Mandatory Annual Report

By March 1 of each year, all facilities that dismantle vehicles for parts or resell vehicles for scrap and that in the course of such operations remove vehicle fluids and waste components must file an Mandatory Annual Report Including Self-Certification for Vehicle Dismantling Facilities (pdf, 237KB, 14 pages) with this Department. A copy of the report must also be maintained at the facility.

Annual Waste Fluids Report

By March 1 of each year, facilities that are identified in 6 NYCRR Part 360-12.1(c) other than vehicle dismantlers must file an Annual Report Form for Waste Fluid Disposal (pdf, 140KB, 2 pages) with NYSDEC. A copy of the report must also be maintained at the facility. Facilities that submit the Vehicle Dismantling Facility Annual Report found above need not submit the Annual Waste Fluids Report.
