The manufacturing operations at the former Anaconda Wire and Cable Company resulted in the release of polychlorinated biphenyls (PCBs) and metals at the site, some of which have migrated into the Hudson River. Other contaminants are present due to the historic use of fill to construct the landmass of the site by filling into the Hudson River.

The site is divided into two operable units. An operable unit represents a portion of a remedial program for a site that for technical or administrative reasons can be addressed separately to investigate, eliminate or mitigate a release, threat of release or exposure pathway resulting from the site contamination. Operable Unit 1 (OU1) is the on-site soils area west of the railroad tracks. Operable Unit 2 (OU2) was designated to address off-site impacts, primarily to sediments of the Hudson River. In March 2012, the Department released an amendment to the March 2004 Record of Decision (ROD) for OU1 and a ROD for OU2.

The Final Record of Decision Amendment for OU1 - On-Site Contamination) (PDF) (1.8 MB) includes the following changes:

  • modifying the alignment of the sheet pile wall offshore of the northwest corner of the site to extend into the Hudson River, in conjunction with the proposed OU2 remedy, to provide containment and enable the recovery of liquid PCB;
  • allowing installation of either a sheet pile wall or sloped shoreline cover system in areas that do not require containment of liquid PCBs;
  • containing the remaining on-site contamination in the Northwest Area using a shoreline barrier in conjunction with a groundwater control and treatment system; a soil cover system; and monitoring to address groundwater and storm water management;
  • eliminating the slurry wall from the Northwest Corner containment area;
  • constructing and operating a recovery system for liquid PCB in the northwest corner;
  • excavating and sampling outfalls and associated pipe bedding from Building 52; and
  • integrating sediment remediation with the OU1 soils remedy for the site.

The Record of Decision for OU2 (Hudson River Sediments) (PDF) (2 MB) includes the following:

  • construction of a sheet pile wall offshore of the northwest corner of the site extending into the Hudson River with backfill to create approximately 0.88 acres of new land;
  • installing recovery wells to remove liquid PCB material from beneath the newly-created land;
  • dredging sediments which contain greater than 1 ppm PCB and metals exceeding background to a depth of 6 feet in near shore areas (within 60 to 80 feet of the shoreline), including the former marina adjacent to the site;
  • dredging sediments in targeted deepwater areas at a higher threshold of 50 ppm PCBs, to a depth of 6 feet;
  • backfilling or capping dredged areas, depending on the level of contamination remaining;
  • developing and implementing a mitigation plan for habitat impacts associated with the installation of the bulkhead wall and placement of fill into the river.
