Harbor at Hastings (Hastings-on-Hudson, Westchester County)

As more fully described in the ROD, manufacturing operations at the former Anaconda Wire and Cable Company resulted in the release of polychlorinated biphenyls (PCBs) and metals at the site, some of which have migrated into the Hudson River. Other contaminants are present due to the historic use of fill to construct the landmass of the site by filling into the Hudson River.

The major elements of the on-site remedy include:

  • excavation of PCB-contaminated soil to a maximum depth of 12 feet in areas where this would remove the full depth of PCBs;
  • excavation of PCB-contaminated soil to a maximum depth of 9 feet in areas where PCBs are present deeper than 12 feet and must be managed by a long-term containment system;
  • containment of PCBs deeper than 9 feet with a slurry wall, watertight sheet piles and an impermeable cap;
  • excavation of lead "hot spots";
  • reconstruction of the shoreline bulkhead; and
  • installation of a soil cover over the remainder of the site not covered by an impermeable cap.

Operable Unit #2 (Off-site contamination)

The public comment period ended on January 28, 2004 for Operable Unit 2. Due to the large volume of comments received, the Operable Unit #2 ROD will be released at a later date.

The proposed off-site remedy includes removal of PCB and metal-contaminated sediments from areas near the shore, where levels are highest and the work area can be isolated from the rest of the river. Long term monitoring would be performed to determine the impact of residual sediment contamination, and whether additional action is required.

The Proposed Remedial Action Plan (PRAP) identifies the preferred remedy, summarizes the other alternatives considered, and discusses the rationale for this preference. The NYSDEC will select a final remedy for this site only after careful consideration of all comments submitted during the public comment period. The NYSDEC may modify the preferred alternative or select another alternative based on new information or public comments.
