Durkee Street Parking Lot Interim Remedial Measures


The New York State Department of Environmental Conservation (NYSDEC), in cooperation with the New York State Department of Health (NYSDOH) and the City of Plattsburgh are pleased to inform you that Environmental Restoration Program (ERP) Interim Remedial Measures (IRMs) are planned for the Durkee Street Parking Lot facility. The facility is located on Durkee Street in the City of Plattsburgh, Clinton County. The first phase of field work for the remedial investigation has been completed in the southern portion of the site (referred to as Operable Unit 1 or OU1).


The parking lot that is the subject of this ERP consists of approximately 4.4 acres of property generally east of Durkee Street, north of Broad Street and south of Bridge Street, in the City of Plattsburgh, New York. The site's previous uses have included sign painting, rug cleaning and dry cleaning businesses, auto repair activities, Plattsburgh Steam Laundry, mill, bowling/billiards hall, various storage buildings, apartments, dwellings, bakery and restaurant. A "gasoline tank" was also depicted on historical maps of the facility. It is possible that these activities resulted in the releases of contaminants to the environment. Operable Unit 1 is comprised of approximately 2 acres within the southern portion of the Durkee Street Parking Lot.


The investigation identified areas where subsurface soil is contaminated with petroleum products and/or solvent waste. A full report of the findings for the Operable Unit 1 investigation is currently being prepared by the City's consultant. The availability of the report will be announced in future fact sheets. The investigation included collection and analysis of surface soil samples, subsurface soil samples, groundwater samples and soil gas samples from within OU1. Preliminary findings have identified low level volatile and semi-volatile organic compounds and metals within site soils.


Upcoming activities will involve completion of an Interim Remedial Measure (IRM). The focus of the IRM is to remove the subsurface soil that is contaminated with petroleum and/or solvent waste. The excavated soils will be segregated, sampled and analyzed; and, managed on site or disposed of at appropriate off-site facilities. A detailed IRM work plan is available for review at the document repositories.


Public understanding and involvement are important to the success of New York's Environmental Restoration Program. As the project progresses, the NYSDEC will distribute fact sheets, like this one, to keep you informed. In addition, the Department has also placed site documents in a repository for you to read.
