Test Type: Since November 1998, a transient test (dynamometer based) has been used on 1981 model year and newer vehicles as well as vehicles with a Gross Vehicle Weight Rating (GVWR) of 8,500 pounds or less. Idle testing (tail pipe probe) will be used on vehicles 25 model years old through model year 1980, all wheel drive vehicles, and vehicles with a GVWR greater than 8,500 pounds.
Start Date: Phase-in January 1998 (program phase-in utilizes upgraded analyzers with the capability of affixing a dynamometer).
Network Type: Decentralized test and repair.
Area: NYMA (Westchester, Rockland, Nassau, Suffolk, New York, Richmond, Bronx, Kings, and Queens).
Test Frequency: Annual (done in conjunction with safety inspection) and with change of ownership.
Fuel Type: All gasoline and alternative fuel vehicles.
Exemptions: Vehicles less than two model years old,more than 25 model years old, diesels, electric vehicles, motorcycles, and those with historic or farm registrations. Safety inspections are still required for most emissions exempt vehicles.
Emissions Test Fee: $25.00
Waiver: After $450 or more of emissions related repairs have been performed. (future adjustments according to consumer price index)
Enforcement Type: Registration denial.
Other Checks: A visual anti-tampering inspection check of air pollution control devices, a gas cap integrity check, and and On-Board Diagnostic (OBD) for 1996 model year and newer light duty vehicles.
