Currently, motor vehicles registered in Upstate New York, are not required to undergo the same emissions tests as those required in the nine county New York Metropolitan Area (NYMA).
Test Type: Gas cap integrity check.
Start Date: January 1998
Network Type: Currently no specific network type is in place.
Area: Remaining 53 upstate counties outside the NYMA.
Frequency: Annual (done in conjunction with safety inspection) and with change of ownership.
Fuel Type: All gasoline and alternative fuel vehicles.
Exemptions: Vehicles less than two model years old or greater than 25 model years old, diesels, electric vehicles, motorcycles, and vehicles with historic or farm registrations.
Emissions Test Fee: $4.00
Waiver: Currently none available.
Enforcement Type: Registration denial.
Other Checks: A visual anti-tampering inspection check of air pollution control devices,and an on-board diagnostic (OBD) check for 1996 model year and newer vehicles.
