Introduction

The draft Onondaga Lake Sediment Consolidation Area (SCA) Civil and Geotechnical Initial Design Submittal (IDS) is available for public review and comment. The SCA IDS is the second of four major design documents associated with the remediation of the Onondaga Lake Bottom and represents another major step in the design process. Separating the design into multiple components allows some activities to proceed faster (e.g., SCA and water treatment) in order to meet the remediation schedule and begin the dredging of sediments in Onondaga Lake during May of 2012.

The four major initial design documents consist of:

  1. Dredging, Sediment Management and Water Treatment IDS (Dated February 2009);
  2. SCA Civil and Geotechnical IDS (Dated August 2009);
  3. Sediment Cap and Dredge Volume IDS (Early 2010); and
  4. Thin-Layer Capping, Nitrate Addition/Oxygenation, and Monitored Natural Recovery (Sediment Management Unit 8) IDS (Early 2011).

The first IDS document submitted to the NYSDEC (Dredging, Sediment Management, and Water Treatment IDS) addresses the process of dredging sediments from the lake and transporting the sediments to the SCA, which will be located at Wastebed 13.

SCA Civil and Geotechnical IDS

This second IDS outlines how the SCA will be built and monitored during its operation. The design, which meets the objectives as outlined in the Onondaga Lake Record of Decision, outlines how the SCA will be constructed in order to protect - over the long-term - public health and the environment. The NYSDEC has held several public meetings on the plans to restore Onondaga Lake including two in the Town of Camillus. In addition, Honeywell has made numerous presentations to the Town and various local organizations and has led tours of Wastebed 13 for interested parties.

Major elements of the SCA Civil and Geotechnical IDS include:

  • SCA capacity, location and layout;
  • SCA liner system and liquid collection systems design;
  • Construction phasing;
  • Monitoring; and
  • Preliminary cover system design.

The draft SCA design provides capacity to hold up to 2,653,000 cubic yards of dredged material (details for final dredging volumes, areas and depths will be part of the Sediment Cap and Dredge Volume IDS). The SCA Civil and Geotechnical IDS takes into consideration public comments, including the inclusion of a buffer zone to reduce visual impacts. Additional public input will continue to be factored into the design.

Extensive Investigations Completed on Wastebed 13

The engineering analysis and design of the SCA are based on extensive investigations at Wastebed 13. The results of these investigations have been presented in data summary reports, which have been submitted to NYSDEC and USEPA and are available in the public document repositories. This information has been used to obtain an understanding of the physical properties of Wastebed 13.

Key Safety Features of the SCA

Key SCA safeguards include:

  • A high-strength, composite liner consisting of a geo-membrane placed on a clay layer, safely sealing material inside the facility;
  • Liner materials designed specifically to handle sediment characteristics;
  • Extensive monitoring around the perimeter to make certain all materials remain inside the SCA;
  • Groundwater monitoring wells operating for decades around the wastebeds;
  • Precise monitoring of settling underneath the SCA to maintain its structural integrity; and
  • Construction in accordance with state and federal requirements.

Future Designs and Next Steps

The sequencing and coordination of design and construction activities are critical to the overall success of the lake bottom remedy and will assure the process is efficient and completed on schedule. Section 7 of the IDS outlines the draft schedule of milestones associated with the design and construction of the SCA. Additional milestone schedules associated with other components of the remedy (e.g., dredging, water treatment, capping), are/will be discussed in their respective IDS reports.

Public Participation

The NYSDEC, USEPA, NYSDOH and Honeywell are committed to working with community leaders, interested stakeholders and citizens to incorporate, as appropriate, input, recommendations, comments and perspectives into the technical designs. As part of the NYSDEC Citizen Participation Plan (CPP) for the Lake Bottom site, NYSDEC is working with the Lead Community Participation Working Group to provide opportunities for the public to receive information, ask questions, and provide input.

Upcoming Informational Meeting

The NYSDEC will hold a public information meeting on January 14, 2010, at the Martha Eddy Room in the Art and Home Center at the New York State Fairgrounds. NYSDEC, USEPA, NYSDOH and Honeywell will discuss and answer questions about the SCA Design and the draft Onondaga Lake Habitat Plan for restoring habitats in and around Onondaga Lake.

Although public input is encouraged throughout the design process, comments and questions specific to the SCA Civil and Geotechnical IDS are encouraged to be submitted no later than January 31, 2010, so that they can be most effectively considered in the final design.
