Offsite Environmental Investigation to Begin
The New York State Department of Environmental Conservation (NYSDEC) has begun offsite environmental investigation work on property owned by the Village of Mayville adjacent to the Standard Portable Site, located at 21 Valley Street and 13 West Lake Road in Mayville, Chautauqua County. This phase of work will determine the extent of contaminated groundwater across the adjacent parcel.
The current owner of the Standard Portable Site is participating in New York State's Brownfield Cleanup Program (BCP) and is addressing the site contamination. Under the terms of the Cleanup Agreement, the investigation work in areas adjacent to the site will be performed by NYSDEC.
What Will the Environmental Investigation Involve?
The planned site assessment will provide additional data to determine the extent of contamination around the Standard Portable site. The site assessment work is expected to take about 3 months and includes:
- Drilling approximately 30 soil borings to collect surface and subsurface soil samples;
- Installing approximately 20 groundwater monitoring wells;
- Sampling and analyzing soil and groundwater; and
- Evaluating human health risks, if any.
Once NYSDEC analyzes the investigation data, a report describing the findings and recommending appropriate cleanup measures will be published and made available to the public in late Spring 2010. Working with the current owner, NYSDEC will then develop a draft Remedial Work Plan that details the actions to be taken to address contamination. The public will be given an opportunity to comment on the work plan before it is finalized. NYSDEC will keep the public informed through fact sheets similar to this one.
Jo Lyn Enterprises, doing business as Standard Portable, owns and operates the facility located at 21 Valley Street/13 West Lake Road in Mayville. One or more of the prior owners reportedly performed various metal working operations, which involved using a chemical called Trichloroethene (TCE). Spent TCE solvent was disposed of or stored in an exterior underground septic tank at the site.
Past environmental investigations revealed that site soils and groundwater were contaminated with TCE. To address the contamination, cleanup actions were taken in 2007. These actions primarily involved collecting contaminated groundwater (about 70 gallons of liquid TCE were removed), and treating soil and groundwater with chemical oxidants that help break down chemicals.
While these cleanup actions were designed to address onsite contamination, the high levels of TCE found during the onsite environmental investigations suggest that contamination has migrated offsite toward Lake Chautauqua.
