Electronic Reporting System for Air Facilities (Policy DAR-11)

There are two methods available to submit compliance reports and/or emission statements to the New York State Department of Environmental Conservation (Department). One method is the traditional paper submission, in a format specified by the Department. The other is to report electronically. We encourage you to consider using this new method for submitting reports and statements.

Air Certification and Emissions (ACE) Electronic Reporting is a secure web-based electronic data transfer program used by the Department's Division of Air Resources (DAR) to receive annual and semi-annual air compliance and emissions inventory reports from Title V facilities. Title V facilities are monitored under the Clean Air Act of 1990.

New York State regulations (NYS Register and Official Compliance of Codes and Regulations) currently do not require electronic reporting; however, there are benefits to using ACE that are worth consideration. One benefit is that facility owners and operators may submit semi-annual and annual certification reports for compliance, and annual emission inventory statement reports via the website 365 days a year. Another benefit is that facilities are able to provide data faster and more efficiently to two distinct regulatory sources: the Department's Regional Office and the Department's Central Office. The US Environmental Protection Agency is reviewing ACE for approval to submit reports electronically to them as well. Finally, although the initial input of information may be time intensive, the information is available for reuse in other reports and for trend analysis. Future reports and statements will take less time to complete.

How to Get Enrolled in ACE

In order to begin to use ACE, an applicant must complete, sign and have notarized Attachment #1, Application for Electronic Reporting System, found in Policy DAR-11: Electronic Reporting for Air Facilities. The Attachment should then be mailed to the address listed on the form.

Once the application has been approved, the user will be emailed further instructions, a statement of acceptance, specific information about their ACE account and the URL for ACE. If a report has been submitted in paper copy, the user must wait until the next reporting period before submitting through ACE. This also includes submitting amendments.

If the application was not accepted, the Department will contact the applicant to discuss why the application was rejected and how to resolve any issues. Please note the following:

  • If filing to add a new Responsible Official (RO), a new application must be completed, signed, notarized, and sent to the address on the form.

To access ACE, the use of Internet Explorer 8 or FireFox 7.1 is recommended. No other browser has been successfully tested to work properly with ACE. The Department cannot provide support to users in any browser other than those recommended.

Forms for Compliance Certifications and Monitoring Paper Reports

Policy DAR-11 "Electronic Reporting for Air Facilities" revised the forms used by facilities when submitting Annual Compliance Certifications and Semi-Annual Compliance Monitoring Reports. The forms are to be used by facilities that are, or will be, submitting reports on paper. The links below are to Microsoft Excel versions of these forms* which can be opened with most spreadsheet programs.
