Air Certification and Emissions (ACE) Electronic Reporting is a secure web-based electronic data transfer program used by the Department's Division of Air Resources to receive annual and semi-annual air compliance reports and emissions inventory reports from Title V facilities.

New York State regulations do not require electronic reporting; however, there are benefits to using ACE that are worth consideration such as:

  • accessing previous years' data to populate current reports
  • obtaining previous years' reports
  • printing reports to mail to the US Environmental Protection Agency (USEPA)

How to Get Enrolled in ACE

To use ACE, an Application for Electronic Reporting System (PDF) (113 KB, 10 pgs) must be completed, signed and notarized. See Instructions for Completing the ACE Reporting Application for assistance. The application should then be mailed to:

Once the application has been approved, the account holder will be emailed a statement of acceptance, specific information about their ACE account, the URL for ACE, and user manuals. If a report has been submitted in paper copy, the user must wait until the next reporting period before submitting through ACE. This also includes submitting amendments.

If the application was not accepted, the Department will contact the applicant to discuss why the application was rejected and how to resolve any issues. Please note the following:

  • If filing to add a new Responsible Official (RO), a new application must be completed, signed, notarized, and sent to the address above. An RO is defined by paragraph 6 NYCRR 201-2(b)(28) as "A president, vice president, secretary, treasurer, general partner, proprietor, principal executive officer, ranking elected official, or any other person who performs policy or decision making functions and is authorized to legally bind a corporation, partnership, sole proprietorship, or government entity which operates a facility that is subject to the provisions of this Part."

We recommend using Internet Explorer or Mozilla Firefox. No other browser has been successfully tested to work properly with ACE. The Department cannot provide support to users in any browser other than those recommended. Forms for Compliance Certifications and Monitoring Paper Reports

Policy DAR-11 revised the forms used by facilities for submitting paper copies of Annual Compliance Certifications and Semi-Annual Compliance Monitoring Reports. The links below are to Microsoft Excel versions of these forms* which can be opened with most spreadsheet programs.
