Electronic Submissions
The Division of Air Resources (DAR) is developing an electronic reporting system. This system will allow owners and/or operators of Title V facilities to submit annual compliance certifications, semi-annual monitoring reports and annual emission statements to the Department in an electronic format. The system will also accept annual capping certifications for facilities that have capped out of Title V permitting. The electronic submission methods provide for control of data quality by direct entry and validation of certification data. Implementation of this system will reduce the data entry burden by pre-filling appropriate fields with data from prior submissions or from existing data from the database.
The reports and/or emission statements will be submitted as follows:
1. On paper, in a format specified by the Department;
2. Direct entry of the data through a Department website; or
2. Uploading the data on a spreadsheet (in a format specified by the Department)
DAR Policy 11, "Electronic Reporting" outlines the steps facility owners will need to take to submit their reports and emission statements electronically. The facility owners need to identify a responsible official who can sign and certify the electronically submitted items. They can also identify editors to enter (but not sign for) the data and reviewers to have read only access to proof read the data.

This policy includes a copy of the application forms required to be submitted when electronically filing compliance type reports (i.e., annual compliance certifications and monitoring reports) and annual emission statements. A separate application form needs to be submitted for either type of report.
