Background Information
The department plans to discuss three issues that, during the course of the previous 8 stormwater permit review meetings, participants expressed interest in discussing or discussing further. Those issues are TMDLs, Retrofits and Effluent Limitations Guidelines. For TMDLs the discussion is precipitated by a curiosity about what additional watershed improvement strategy areas would be added to the new permit because of TMDLs that have been issued. Retrofits are being discussed again because the previous meeting on retrofits was before the department issued the Croton Watershed Phase II Phosphorus TMDL Implementation Plan on January 14, 2009, after the monthly permit review meeting on retrofits. This issue can now be discussed again in the context of the implementation plan. Finally, the stormwater review meeting on numeric effluent limits came just before the EPA proposed Effluent Limitation Guidelines (ELGs) for Construction Activities and, now that EPA has proposed the ELGs, how those ELGs effect the construction permit can be revisited.
