Remedial Activities Completed at D.C. Rollforms Site; Engineering Construction Completion Report Available for Review
The New York State Department of Environmental Conservation (NYSDEC) is pleased to announce that remediation of the D.C. Rollforms Site in Jamestown have been successfully completed. Remediation refers to actions taken to eliminate, abate, or contain contamination that may be harmful to public health, welfare, or the environment. Details about the remediation are available in a document called the Engineering Construction Completion Report. The report is available for public review at the locations listed in this fact sheet and on the NYSDEC website.
Cleanup work at this site was performed under New York State's Superfund Program, a program that identifies, investigates, and ensures the cleanup of sites where significant amounts of hazardous waste may exist. NYSDEC is providing this fact sheet to explain why cleanup actions were taken at the site, what the completed cleanup activities involved, and how to obtain more information.
The 2.4 acre D.C. Rollforms site was formerly the location of the Proto Tool Company, which was a unit of the Ingersoll Rand Company. Proto Tool manufactured specialty tools for mechanics, electricians, and plumbers until operations ceased in 1984. The site was donated to the Jamestown Urban Renewal Agency (JURA) in 1985. Jamestown Allenco, Inc. currently owns the property.
Sheet pile construction along the riverbank
The tool making operations involved processes such as forging, machining, heat treating and quenching, electroplating, and vapor degreasing. The site was contaminated with wastes generated from these processes. Primary contaminants of concern included trichloroethene, dichlorethene, vinyl chloride, toluene, xylenes, metals, and oil. Description of Completed Remedial Activities
In 1998, a cleanup action known as an Interim Remedial Measure (IRM) was begun. An IRM may be conducted at a site without extensive prior investigation or analysis to address an obvious environmental problem. The IRM involved a process called in-situ enhanced reductive dechlorination, in which molasses is injected into impacted groundwater to help break down organic contaminants. In 2000, as the next step of the IRM, PCB and lead-contaminated soils from the site were excavated and properly disposed.
During 2007 and 2008, additional remedial measures were implemented to deal with environmental conditions that the IRM did not address. These measures, performed in accordance with the Remedial Design Work Plan, included:
- Installing sheet pile (a vertical metal barrier) along the river to prevent contaminants from seeping into the river;
- Cutting and plugging old drain pipes from the plant to prevent contaminants from migrating to the river;
- Excavating impacted sediments from the river;
- Excavating and reconstructing the riverbank with clean fill, stone, and gravel;
- Planting trees along the riverbank;
- Constructing an underwater "wingwall," a wall composed of boulders that is about 1.5 feet high and 10 feet long, to enhance fish habitat;
- Covering disturbed areas with clean fill and seeding; and
- Constructing a groundwater collection and treatment system to address remaining ground water contamination.

Details of the Engineering Construction Completion Report
The draft Final Engineering Report has been approved by NYSDEC. The report:
- Acknowledges that the cleanup of the river sediment and riverbank has successfully been completed at the site;
- Contains a summary of remedial cleanup and construction activities completed at the site;
- Recommends that site management be continued in accordance with a plan developed specifically for the site; and
- Requires that future use of the site be limited to industrial / commercial purposes through an deed restriction.
