CWM Chemical Services Existing Landfill Residual Management Unit 1 (RMU-1)
for Model City, New York
The New York State Department of Environmental Conservation (Department) has issued to CWM Chemical Services, LLC (CWM), a Permit modification for a new landfill final cover design and a corresponding capacity increase for the existing RMU-1 hazardous waste landfill at their Model City, New York facility (Niagara County). The Permit modification allows for use of a Geosynthetic Clay Liner (GCL) in the RMU-1 final cover in place of compacted clay, and reduces the overall thickness of the final cover thickness by about 2.5 feet. This reduction in final cover thickness allows CWM to increase the permitted waste disposal capacity of the existing RMU-1 landfill by approximately 106,870 cubic yards without any increase in the overall permitted size of the landfill.
Prior to issuance of this Permit modication the Department provided the public with an opportunity to comment on a draft modification and CWM's application. This comment period was from November 12, 2008 through January 30, 2009 and concluded with a legistative public hearing conducted on January 21, 2009.
The Department has reviewed the written comments as well as the transcripts from the hearing, and considered them in our decision on this Permit modification. In addition, the Department has documented all comments and provided our responses in a Responsiveness Summary. Documents related to this Responsiveness Summary are provided in the right hand column.
