Background Information
Facilities that emit contaminants to the air in New York State, unless specifically exempted, are required to obtain a Title V permit, a state facility permit, or a registration certificate.
The procedures for the Department's processing of permits applications are found in 6 NYCRR Part 621. These procedures require that draft permits be made available for comment by interested parties before being issued.
For the purposes of the Department's air permitting program, draft permits are official versions of permits whose initial development is complete, and that are being noticed and made available for public review and comment. All Title V permits are routinely made available for review as draft permits prior to being forwarded to the USEPA for their review. Notices regarding draft permits that are eligible for review and comment are published in the Environmental Notice Bulletin.
Issued permits are permits that have become final after the required notice and comment periods and have been issued. Title V permits are usually issued for a period of up to five years. State facility permits are issued for an indefinite period.
Accessing Draft & Issued Permits
This page, through the links above, is intended to enable interested parties to view and print draft and issued Title V facility permits. State facility permits are being processed to make them available and will be posted as soon as preparations are complete. Selecting the appropriate link will generate a listing of the permits falling into the selected categories. Clicking on the DEC ID link for each permit in the generated list will cause the permit to be displayed in "pdf" format. To view pdf files, you must have the Adobe Acrobat Reader installed on your computer. Each permit can also be printed through the Acrobat Reader.
