New York State Stormwater Management Design Manual (April, 2008)

The New York State Stormwater Management Design Manual provides designers with a general overview on how to size, design, select, and locate stormwater management practices at a development site to comply with State stormwater performance standards. This manual is a key component of the Phase II State Pollution Discharge Elimination System (SPDES) general permit for stormwater runoff from construction activities from all sizes of disturbance.

This manual has been prepared by the Center for Watershed Protection for New York State Department of Environmental Conservation and made available to the Empire State Chapter of the Soil and Water Conservation Society for distribution.

The New York State Stormwater Management Design Manual is available for download at this site. Alternatively, the document may be purchased as a paper copy by sending an order form to the Empire State Chapter Soil and Water Conservation Society.

The following table lists individual chapters of the Manual, a compiled version of the document in compressed format, the latest updates to the Manual, and a list of those updates for download in Adobe Acrobat Portable Document Format (PDF).

Individual chapters and Appendices are made available for separate downloads. A compiled version provides a complete set of all chapters and appendices organized in a print ready format. Please note: this particular download is recommended for those with a fast internet connection. The updates section of the table includes the latest changes to the manual. The latest addition to the Design Manual is Chapter 10, intended to address design specifications for enhanced phosphorus removal. Many valuable comments were received during the public notice of the Enhanced Phosphorus Removal Standards. All comments were evaluated. The responsiveness summary (PDF, 42 kb) is to acknowledge and respond to the comments received.
