With the philosophy of Sunday - Saturday = a week, and if Sunday is in month A and Saturday is in month B, the data is reported for month B. Isn't it possible not to have a 7 day average for month A if sampling is only 1/month?
You need to set up your sampling schedule so that you have sample values for all your permit requirements. In this case you should collect a sample in one of the weeks that will give you 7-day and 30-day values for month A and another sample in a week that will give you both values for month B.

If sampling is done in month A why don't you want it reported in month A?
For all sampling except 7 day average limits the sampling done in month A has to be reported in month A. Unfortunately with 7 day average limits, sample values collected in the first and last weeks of the month have to follow the Sunday-Saturday convention (i.e. the Saturday date determines which month the data collected during the week will be used in), and for all other permit limits the data will be used for the month the sample was collected in.
