June 29, 2005
Union-Endicott High School, Main Cafeteria
1200 East Main Street, Endicott
First Session 1:30 pm - 4:00 pm
Second Session 6:00 pm - 8:30 pm

Purpose

This public information session will provide an update on the remedial investigations and remediation projects in the Endicott area. Representatives from federal, state and local health and environmental agencies, along with representatives from IBM Corporation, will be available to talk one-on-one with members of the community. The public is invited to come at any time and attend either session.

Background

Historical spills and leaks from industrial facilities resulted in environmental contamination in the Endicott area. State and county agencies, as well as present and former area-industries, are working to address current environmental concerns, including vapors detected in the basements of nearby structures.

Posters will be presented on the following topics during each session:

Area Wide Study Vapor Intrusion Investigation - New York State departments of Environmental Conservation and Health (NYSDEC and NYSDOH) - State agencies conducted two rounds of air sampling this past winter. A summary of the findings of the first round will be presented. The results from the second round of sampling are pending.

Health Statistics Review: Cancer and Birth Outcomes Analyses - NYSDOH - An update on the progress of the health statistics review will be provided.

Endicott Municipal Drinking Water Supply - Broome County Health Department (BCHD) - Continuing update on the status of the drinking water supply wells will be provided, including the most recent consumer water quality report.

Groundwater Vapor Project - IBM - In the winter of 2004-2005, IBM and the state collected air samples at selected structures. A summary of the findings will be presented.

Groundwater Investigation/Remediation - IBM - Under a consent order signed in August 2004, IBM conducted additional groundwater investigations and implemented interim remedial measures to accelerate groundwater cleanup. The results of the on-going investigations and remedial measures will be presented.

Operable Units of the IBM Endicott Site - IBM - The IBM site has been divided into seven operable units. An operable unit represents a portion of the site remedy that, for technical or administrative reasons, can be addressed separately to eliminate or mitigate a release, threat of release or exposure pathway resulting from the site contamination. A figure identifying the operable units will be presented.

Representatives will also be available to answer questions on other topics, including the following:

  • Old Village Dump Investigation
  • Current Outdoor (Ambient) Air Investigation
  • Ideal Cleaners Investigation
  • Shapiro's Investigation and Remediation
  • Creative Printing Investigation
  • Endicott Forging & Manufacturing Remediation
  • Data Review: Historic Outdoor Air Emissions in Endicott
