2003 I/M Program Annual Report: Conclusions
The State of New York has implemented a high enhanced I/M program in NYMA. Under this program, in-use vehicles that are subject to an inspection/emissions test are being inspected and emissions tested with results being collected, transmitted, maintained, and analyzed. We have been able to, based on the collected data, generate statistics, analyze emissions results, detect fraudulent activities by inspection stations and incorrect registration information, to provide criteria for use in the Quality Control, Quality Assurance, and Enforcement Programs. We are continually refining the program's operation from what we are learning from the data.
With full equipment audits in place and in operation during 2002, we are more confident that inspections and emissions tests are being performed properly by the inspection facilities. With a more effective registration-based denial enforcement program in place in NYMA, we are more confident that motor vehicles operating in the NYMA area are being properly inspected.
The implementation of an OBD inspection into the I/M program for both NYMA and UPSTATE continues to be our top priority. With the release of a Request for Proposal by the State on March 24, 2003 seeking an OBD-based program manager for the UPSTATE I/M program (NYVIP), and the selection of SGS TestCom, Inc for this contract on January 9, 2004, it is expected that an OBD inspection program for the UPSTATE would be in place by September of 2004 and the planned expansion into the NYMA will take place by April of 2005.
With the computerized network scheduled to be in place shortly for the UPSTATE area, all the elements currently in place for the NYMA quality assurance program, quality control program, and enforcement program can be easily applied to the UPSTATE. More important, our continuing efforts will enable us to attain conformance with the SIP, and its intended goal, cleaner air for the residents of the State of New York.
