Sealed bids for the Saranac Lake Gas Company, Inc. site ("project"), will be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, 10th Floor, 625 Broadway, Albany, New York, 12233-5027, Attn: Bureau of Expenditures until the time of 1:00 P.M. (EST) and on the date of Wednesday, January 10, 2018. The bids will be publicly opened and read aloud at the above time and date. Telegraphic or other electronically transferred bids are not acceptable.

The project involves the implementation of remedial activities at the Saranac Lake Gas Company, Inc., site located within the Village of Saranac Lake, Essex County. These include, but are not necessarily limited to contaminated soil and sediment removal within Brandy Brook and Pontiac Bay; off-site disposal of contaminated soil and sediment; and restoration of Brandy Brook and upland areas of the Pontiac Bay site.

Brandy Brook remedial action includes select clearing, temporary diversion of Brandy Brook surface water, dewatering and stabilization of excavated soil and sediment, transportation and offsite disposal of impacted soil and sediment at an approved disposal facility, treatment and discharge of dewatering and construction water removed from the excavation area, and site restoration in accordance with an approved restoration plan.

Pontiac Bay remedial action includes installation of dredge support facilities including a scow Sediment Unloading/Processing Area, in-situ stabilization of impacted upland soil along a section at the southeast end of Pontiac Bay, dredging of impacted sediment, sediment dewatering and stabilization of dredged sediment, transportation and offsite disposal of impacted sediment at an approved disposal facility, treatment and discharge of dewatering and construction water removed from the excavation area, backfill dredged area with clean sand and gravel, and upland site restoration in accordance with an approved restoration plan.

The estimated cost for this work is: over $10 million.

Proposals will be accepted only from bidders who attend the Pre-Bid Conference. All proposals must be made on the official proposal form and enclosed in the envelope which will be provided at the Pre-Bid Conference. Each proposal must be accompanied by a deposit or a bid bond in the amount of 5% of bid amount. All Bidders must attend a Pre-Bid Conference to discuss special requirements for the contract, to be held on December 13, 2017 at the Site starting at 11:00 A.M. prevailing local time. Attendance is mandatory as a condition of bidding.
