Proposals for the Standby Engineering Services Contracts for the Division of Environmental Remediation must be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditures Accounting and Travel, 625 Broadway, 10th Floor, Albany, NY 12233-5027, Attn: Daniel Skelton by 1:00 p.m. on Thursday, November 9th, 2017. These submittals will be publicly opened and acknowledged at the above time and date. Telegraphic or other electronically transferred proposals will not be accepted.

Description: The New York State Department of Environmental Conservation (Department), Division of Environmental Remediation (DER) is initiating the procurement of long-term standby contracts for engineering and other professional services related to inactive hazardous waste sites, petroleum sites and other sites regulated by the Department. Engineering services are defined as any action taken to conduct or complete Site Characterizations (SC), Remedial Investigations (RI), Feasibility Studies (FS), Remedial Designs (RD), Remedial Actions (RA), Site Management (SM), Oil Spill Prevention, Spill Response Activities, and oversight of projects undertaken by Potentially Responsible Parties. The services include any work that may be conducted at inactive hazardous waste disposal sites, petroleum spill sites, and/or may include other miscellaneous projects involving hazardous waste or other regulated activities such as those related to Resource Conservation Recovery Act of 1976 (RCRA) facilities.

There will be multiple contracts awarded. Each contract will be for a term of seven (7) years with two optional one-year extensions. These will be standby contracts with no minimum guarantee of work.

Mandatory Requirements and Eligibility/Qualifications Requirements

  1. All Proposers MUST attend a Mandatory Pre-Proposal Meeting scheduled for Thursday, October 12th, 2017 at 10:00 a.m., at NYSDEC, 625 Broadway, Room PA 129 A&B, Albany, NY 12233. A maximum of two (2) representatives per Proposer will be permitted to attend. Firms are advised to contact the Department's Designated Contacts listed below to register attendees prior to the date of the meeting.
  2. All Proposals MUST be received by 1:00 p.m. on Thursday, November 9th, 2017, by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditure Accounting and Travel Services, 625 Broadway, 10th Floor, Albany, NY 12233-5027, Attn: Daniel Skelton.
  3. Proposers must meet all of the mandatory requirements as stated in the RFQ.

Pursuant to State Finance Law 139-j and 139-k, this Request for Proposal (RFQ) includes and imposes certain restrictions on communications between a government entity and an offerer during the procurement process.
