Separate sealed bids, General Construction Contract No. D010308, HVAC Construction Contract No. D010309, Electric Construction Contract No. D010310 and Plumbing Construction Contract No. D010326, for the GAC Treatment System at Washington Lake Filtration Plant (project), will be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, 10th Floor, 625 Broadway, Albany, New York, 12233-5027, Attn: Bureau of Expenditures until the time of 1:00 P.M. prevailing local time (EST) and on the date of Thursday, November 17, 2016. The bids will be publicly opened and read aloud at the above time and date. Telegraphic or other electronically transferred bids are not acceptable.

The project involves the construction of a pre-engineered Granular Activated Carbon (GAC) Treatment Building, installation of Department furnished GAC Contactor Systems and GAC media and associated work at the Washington Lake Filtration Plant in the Towns of Newburgh and New Windsor, New York. Work includes, but is not limited to:

  1. Preparation of, obtaining approval for and implementing the specified and requested submittals,
  2. Furnishing and installing temporary sediment and erosion control measures,
  3. Furnishing and installing temporary facilities and controls,
  4. Site preparation,
  5. Furnishing and installing building foundations and cast-in-place hydraulic structures,
  6. Furnishing and installing a pre-engineering building system,
  7. Installation of Department furnished GAC Contactor Systems and GAC media,
  8. Furnishing and installing process piping and equipment,
  9. Furnishing and installing instrumentation and control systems,
  10. Furnishing and installing HVAC systems,
  11. Furnishing and installing electrical systems,
  12. Furnishing and installing plumbing systems,
  13. Site work and restoration.

The total estimated range for this work is: $15 Million to $20 Million.

Pre-bid Conference attendance is mandatory as a condition of bidding.

Proposals will be accepted only from bidders who attend the Pre-Bid Conference. All proposals must be made on the trade-specific official proposal form and enclosed in the envelope which will be provided at the Pre-Bid Conference. Each proposal must be accompanied by a deposit or a bid bond in the amount of 5% of bid amount. All Bidders must attend a Pre-Bid Conference to discuss special requirements for the contract, to be held on November 1, 2016 at City Hall, 83 Broadway, Newburgh, NY 12550, starting at 11:00 A.M. prevailing local time (EST). A site visit will follow immediately the Pre-Bid Conference. Parking is limited at the City of Newburgh Washington Lake Filtration Plant and carpooling is encouraged. Active construction is ongoing at the City of Newburgh Washington Lake Filtration Plant and any persons attending the site visit will be required to have personal protective equipment consisting of reflective safety vests, hard hats, steel toed boots and safety glasses.
