2014 Zero Emission Vehicle Credits

As provided for by Section 177 of the federal Clean Air Act, New York State adopted California's zero emission vehicle (ZEV) standards. New York State incorporates California's ZEV standards by reference in 6 NYCRR Part 218, specifically Subpart 218-4.1 ZEV Percentages. The ZEV standards incorporated in Part 218 include provisions for the public disclosure of manufacturers' ZEV credits and annual production data.

Manufacturer Volume Status

The ZEV regulation requires large and intermediate volume manufacturers (LVM and IVM) to deliver and place in service within New York State a certain percentage of ZEVs (battery electric and fuel cell vehicles), plug-in hybrids, hybrids, and clean gasoline vehicles with near-zero tailpipe emissions. The table below lists vehicle manufacturers subject to the 2014 ZEV requirements.

Manufacturer Requirement

A vehicle manufacturer's ZEV requirement is based on a percentage of all passenger cars and light-duty trucks (LDT) up to 8,500 pounds delivered for sale in New York State. The table below is the 2014 New York vehicle production of LVM and IVM.

Manufacturer Credit Balances

In complying with the ZEV regulation, LVMs and IVMs deliver and place vehicles in New York State which generate varying credits based on vehicle type. Other entities without a ZEV requirement may also generate credits. The table below lists the credit balances as of September 30, 2015 generated since the start of New York's ZEV program in 2007. The credits are in units of grams per mile Non-Methane Organic Gases (g/mi NMOG).

Frequently Asked Questions

What do credit balances mean?

Positive credit balances indicate successful over-compliance with the ZEV regulation. Manufacturers may use these credit balances to provide flexibility in complying with ZEV requirements in future model years, or transfer them to other manufacturers. Negative credit balances indicate noncompliance with the ZEV regulation and must be offset within a specified timeframe.

Why are the credit balances shown in both g/mi NMOG and ZEV credits?

For the 2014 model year only, the credit balances are shown in both g/mi NMOG and ZEV credits to provide a transition to only units of ZEV credits. ZEV credits earned through the 2014 model year have been multiplied by the g/mi NMOG fleet average requirement for the appropriate model year. The NMOG fleet average is a declining fleet average and its use in the ZEV program was to reward manufacturers for the early production of ZEV and near-zero emission vehicles. Beginning with the 2015 model year, credits will be shown as ZEV credits in order to simplify credit calculations. Current balances are divided by 0.035 to convert g/mi NMOG to ZEV credits.

How many vehicles have been placed in service in New York as a result of the ZEV regulation?

As of October 2015, more than 12,700 ZEVs and plug-in hybrids are currently in service in New York State.
