Sealed bids for the Glenmere Lake Property (project), will be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, 625 Broadway, 10th Floor, Albany, New York, 12233-5027, Attn: Bureau of Expenditures until the time of 1:00 P.M. prevailing local time and on the date of Thursday, July 20, 2017. The bids will be publicly opened and read aloud at the above time and date. Telegraphic or other electronically transferred bids will not be accepted.

The project involves the implementation of remedial activities at the Glenmere Lake Property (site), located at the intersection of Pine Hill Road and the Glenmere Avenue Extension, Town of Chester, Orange County, New York. The remedial activities include, but are not necessarily limited to, 1) Mobilization/demobilization; 2) Demolition and off-site disposal of the remnants of seven structures, and removal and off-site disposal of solid waste associated with, and surrounding said structures; 3) The derelict structures contain lead and asbestos, therefore demolition must be performed in the manner required by applicable laws and regulations; 4) Excavation and off-site disposal of approximately 2,000 cubic yards of soil located in the western portion of the site which exceeds the unrestricted soil cleanup objectives for lead and arsenic; 5) Excavation and off-site disposal of approximately 165 cubic yards of contaminated wetlands soil; 6) Excavation and off-site disposal of approximately 160 cubic yards of contaminated lake sediments; 7) Collection of Confirmatory soil samples; 8) Site restoration as shown on the Contract Drawings and as specified in Contract Documents; and 9) The coordination of the work within temporal periods established for both the Northern Cricket Frog and the Indiana Bat. The estimated range for this work is: $1 Million to $2.5 Million.

Proposals will be accepted only from bidders who attend the Pre-Bid Conference. All proposals must be made on the official proposal form and enclosed in the envelope which will be provided at the Pre-Bid Conference. Each proposal must be accompanied by a deposit or a bid bond in the amount of five-percent (5%) of total bid amount. All Bidders must attend a Pre-Bid Conference to discuss special requirements for the contract, to be held on Wednesday June 28, 2017 at the Site starting at 11:00 AM (prevailing local time.) Attendance is mandatory as a condition of bidding.
