NYS DEC proposes to revise 6 NYCRR Subpart 208, and attendant revisions to Part 200, to incorporate the new federal Emission Guideline (EG) for MSW Landfills codified under 40 CFR Part 60, Subpart Cf. The new federal EG is designed to reduce emissions of landfill gas containing non-methane organic compounds and methane by lowering the emission threshold at which a landfill must install and operate a landfill gas collection and control system. Once this proposal is adopted, NYS DEC is required to revise its State Plan to reflect the new EG and submit the State Plan to the United States Environmental Protection Agency (US EPA) for review and approval.

Written comments on the proposed rule may be submitted until 5:00 p.m. on May 29, 2019 to the contact listed above.

Take part in ongoing research on monarch butterflies. For more than 15 years, data collected at Five Rivers has been contributed to this continent-wide citizen science project conducted through the University of Minnesota. The goal of the MLMP is to better understand how and why monarch populations vary, with a focus on their distribution and abundance during the breeding season in North America. Volunteers in the United States, Canada, and Mexico aid in conserving monarchs and advance understanding of butterfly ecology and migration in general. Wear long pants and bring a sun hat and water. We will meet at the visitor center. Go to www.mlmp.org to learn about the project.

NOTE: Organized groups (scouts, schools, hiking clubs, etc.) are welcome, but are asked to call Five Rivers at 518-475-0291 to register.

Comment End - County Line Stone Co., Inc. Akron Quarry Expansion
http://www.dec.ny.gov/enb/20190501_not9.html
Contact  Mark Passuite, NYSDEC Division of Environmental Permits

The proposed action involves the expansion of the Akron Quarry, including mining of new areas of land (which is approximately 90.3 acres of excavation) and overburden storage areas (approximately 20.9 acres) adjacent to the existing approved mining area. The total acreage included in this application but not previously approved is 111.2 acres. The new excavation areas will be along Crittenden and Schurr Roads (15.4 acres) in the Town of Newstead and along the east side of the quarry (74.9 acres) in the Town of Pembroke. In addition, the overburden will be stockpiled on either side of Scribner Road (20.9 acres) in the Town of Pembroke. The modification request also includes the realignment of Cohocton and Scribner Roads in the Town of Pembroke to allow the quarry expansion. The proposed reclamation plan is the creation of lakes with perimeter green space and is similar to the existing reclamation plan. The proposed quarry expansion would extend the life of mine for an estimated 25 years.

All written filed comments and electronically submitted comments must be received no later than 5:00 p.m. on May 31, 2019 to the contact listed above.
