 Carpenter Falls Public Access Improvement Project Comment Deadline

The New York State Department of Environmental Conservation (DEC) will host two public meetings to present specific project designs and accept feedback on the Carpenter Falls Public Access Improvement Project located in the town of Niles, Cayuga County. 

DEC will open a 30-day comment period on the project design with two public information sessions on Wednesday, August 21, 2019, from 2 to 4 p.m., and 6 to 8 p.m. in the Community Room at the Niles Town Hall, 5923 New Hope Road, Moravia, NY 13118.

DEC is in the process of developing site upgrades to improve public access to the popular waterfalls that are located on Carpenter Falls Unique Area. Improvements will include a parking lot, boardwalk, and observation platform to view Carpenter Falls, all designed to welcome individuals with mobility impairments. 

The project area is part of the larger Hewitt-Cayuga Highlands Management Unit. On June 7, 2018 DEC presented the concept of improving public access to Carpenter Falls as part of the unit management plan update. DEC considered project comments during the design process, which included requests for additional opportunities to comment on a specific project design.

Notice of Proposed Rulemaking 6 NYCRR Subpart 227-2, Reasonably Available Control Technology (RACT) for Major Facilities of Oxides of Nitrogen (NOx)

NYS DEC is proposing to revise 6 NYCRR Subpart 227-2, Reasonably Available Control Technology (RACT) for Major Facilities of Oxides of Nitrogen (NOx) and 6 NYCRR Part 200, General Provisions. The revisions to Subpart 227-2 entail the removal of dated references, emission limitations, and practices. The revisions to 6 NYCRR Part 200 entail the updating of references. Following adopting, subpart 227-2 will be submitted to United States Environmental Protection Agency (US EPA) as a revision to the State Implementation Plan (SIP) for New York State (NYS).

Written comments on the proposed rule may be submitted to the contact listed above until 5:00 p.m. on September 23, 2019.

Notice of Proposed Rulemaking 6 NYCRR Part 257, Air Quality Standards and Classifications

6 NYCRR Part 257, subparts 257-2 through 257-10, list the New York State Air Quality Standards (SAQS) promulgated by the NYS DEC over several decades. A number of these SAQS are outdated and have been superseded by Federal air quality standards and will be repealed or revised. Several of the required test methods are also outdated and they have been replaced with new language allowing the testing methodology to evolve as analytical methods improve.

NYS DEC - Division of Air Resources (DAR) proposes to revise or repeal portions of this regulation to achieve parity with federal standards and support NYS DEC's mission to preserve and protect air quality.

Written comments on the proposed rule may be submitted to the contact listed above until 5:00 p.m. on, September 23, 2019.

The applicant proposes to construct the Southeast Extension of the Loop the Lake Trail. The trail connects to the Onondaga Creekwalk and Lake Lounge, traverses approximately 1,972 linear feet to a turnaround point, then returns to a common start/end point. The proposal includes an ADA-compliant, multi-use trail along Onondaga Lake and through NYS Class 1 Freshwater Wetland SYW-12

A public comment hearing session to receive unsworn statements from the public on the applications and the draft permits, described above, will be held before Administrative Law Judge (ALJ) Molly McBride at 6:00 p.m. on Wednesday, September 25, 2019 at the OnCenter Convention Center, 800 South State Street, Syracuse, New York.

All written comments concerning the freshwater wetlands project proposal must be submitted to the NYS DEC Contact Person listed above by September 26, 2019. Take part in ongoing research on monarch butterflies. For more than 15 years, data collected at Five Rivers has been contributed to this continent-wide citizen science project conducted through the University of Minnesota. The goal of the MLMP is to better understand how and why monarch populations vary, with a focus on their distribution and abundance during the breeding season in North America. Volunteers in the United States, Canada, and Mexico aid in conserving monarchs and advance understanding of butterfly ecology and migration in general. Wear long pants and bring a sun hat and water. We will meet at the visitor center. Go to www.mlmp.org to learn about the project.

Citizen Science: EARLY BIRDERS - Thursdays through September at 7:30 am

Celebrate the dawn chorus as we monitor the progression of fall bird migration. These outdoor surveys begin at 7:30 AM. Meet at the bird-viewing window in the visitor center. After a brief introduction, we’ll head out on the trails. Beginners are always welcome. Binoculars are helpful but not necessary.

In case of inclement weather, these programs will be canceled.

As part of Governor Cuomo's NY Open for Fishing and Hunting initiative, September 28, 2019 has been designated as a free fishing day.

The requirement for a fishing license is waived on this date. This is a great opportunity to try fishing for the first time or for experienced anglers to take friends fishing for the first time.

Take a closer look at grasshoppers and crickets, starting with an introduction indoors. We’ll use sweep nets outside to capture these amazing insects and observe them in their natural habitat. Afterwards we’ll have a jumping contest and release our specimens back into the wild.
