6 NYCRR Part 257, subparts 257-2 through 257-10, list the New York State Air Quality Standards (SAQS) promulgated by the Department over several decades. A number of these SAQS are outdated and have been superseded by Federal air quality standards and will be repealed or revised.  Several of the required test methods are also outdated and they have been replaced with new language allowing the testing methodology to evolve as analytical methods improve. The Division of Air Resources (DAR) proposes to revise or repeal portions of this regulation to achieve parity with federal standards and support the Department’s mission to preserve and protect air quality.

 Public Hearing for Subpart 227-2

The Department is proposing to revise 6 NYCRR Subpart 227-2, Reasonably Available Control Technology (RACT) for Major Facilities of Oxides of Nitrogen (NOx) and 6 NYCRR Part 200, General Provisions.  The revisions to Subpart 227-2 entail the removal of dated references, emission limitations, and practices.  The revisions to 6 NYCRR Part 200 entail the updating of references. Following adopting, subpart 227-2 will be submitted to EPA as a revision to the State Implementation Plan (SIP) for New York State (NYS).

A hearing for the proposed rule and attendant revisions to existing rules described above will be held as follows and is scheduled in a place that is reasonably accessible to persons with impaired mobility.

Take part in ongoing research on monarch butterflies. For more than 15 years, data collected at Five Rivers has been contributed to this continent-wide citizen science project conducted through the University of Minnesota. The goal of the MLMP is to better understand how and why monarch populations vary, with a focus on their distribution and abundance during the breeding season in North America. Volunteers in the United States, Canada, and Mexico aid in conserving monarchs and advance understanding of butterfly ecology and migration in general. Wear long pants and bring a sun hat and water. We will meet at the visitor center. Go to www.mlmp.org to learn about the project.

Dutchess County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Wingdale Materials LLC Proposed Surface Mine Expansion. The action involves the expansion of surface mine operations at an existing 84.5 acre quarry by 120.4 acres, increasing the total surface life of mine area to 204.9 acres, on 650 acres controlled by the permittee. 

A public hearing on the Draft EIS will be held on September 18, 2019 from 3:00 p.m. to 5:00 p.m. and at 6:00 p.m. at the Dover Town Hall, 126 East Duncan Hill Road, Dover. 

Written comments on the Draft EIS will be accepted until October 4, 2019.

Citizen Science: EARLY BIRDERS - Thursdays through September at 7:30 am

Celebrate the dawn chorus as we monitor the progression of fall bird migration. These outdoor surveys begin at 7:30 AM. Meet at the bird-viewing window in the visitor center. After a brief introduction, we’ll head out on the trails. Beginners are always welcome. Binoculars are helpful but not necessary.

In case of inclement weather, these programs will be canceled.
