NYS DEC is proposing to revise 6 NYCRR Part 251, CO2 Performance Standards for Major Electric Generating Facilities and 6 NYCRR Part 200, General Provisions. The proposed revisions will establish carbon dioxide (CO2) emissions standards for non-modified existing major electric generating facilities, while leaving unchanged the existing CO2 emission standards for new and modified major electric generating facilities. The proposed revisions to Part 200 will updated incorporated references to federal rules.

Written comments on the proposed rule may be submitted until 5:00 p.m. on July 29, 2018 to the contact listed above.

Hearings for the proposed rule and attendant revisions to existing rules described above will be held as follows and are scheduled in places that are reasonably accessible to persons with impaired mobility:

NYS DEC proposes to repeal 6 NYCRR Part 243, Transport Rule NOx Ozone Season Trading Program, 6 NYCRR Part 244, Transport Rule NOx Annual Trading Program, and 6 NYCRR Part 245, Transport Rule SO2 Trading Program, and replace the rules with 6 NYCRR Part 243, CSAPR NOx Ozone Season Group 2 Trading Program, 6 NYCRR Part 244, CSAPR NOx Annual Trading Program, and 6 NYCRR Part 245, CSAPR SO2 Group 1 Trading Program. NYS DEC is proposing the new rules in order to allocate emission allowances under the United States Environmental Protection Agency's (US EPA) Cross-State Air Pollution Rule (CSAPR) to regulated entities in New York as well as to the New York State Energy Research and Development Authority (NYSERDA). In addition, NYS DEC proposes to make the attendant changes to Part 200, General Provisions. Further, NYS DEC proposes to submit the new Parts 243, 244 and 245 as well as the revisions to Part 200 to US EPA as a revision to the State Implementation Plan (SIP) for New York State.

Take part in ongoing research on monarch butterflies. For more than 15 years, data collected at Five Rivers has been contributed to this continent-wide citizen science project conducted through the University of Minnesota. The goal of the MLMP is to better understand how and why monarch populations vary, with a focus on their distribution and abundance during the breeding season in North America. Volunteers in the United States, Canada and Mexico aid in conserving monarchs and advance understanding of butterfly ecology and migration in general. Meet at the Nature’s Accessible Backyard Trail kiosk, at the south end of our parking lot. Go to www.mlmp.org to learn about the project.

DEC invites the public to comment about changes in the remedy selected to address contamination at the Ebenezer Plaza 1 Site (New Lots Ave.), Brooklyn, within New York's Brownfield Cleanup Program. Public comments about the changes to the site remedy will be accepted through August 3, 2018.

Family Fun:TURTLE TREK

Five Rivers is a great place to watch turtles! Visitors will enjoy a short indoor presentation followed by a guided walk around Beaver Pond, where a variety of turtles are often observed. Appropriate for all ages.

This event is arranged by the I FISH NY program of the DEC in cooperation with the Hempstead Lake State Park. Attendees will learn fish identification, local aquatic ecology, casting safety and techniques and fishing regulations. Following an educational introduction about fishing on Long Island, I FISH NY will conduct basic fishing instruction, ecology and stewardship of local aquatic habitats, fish identification, regulations and casting safety and techniques. The I FISH NY program of the DEC will provide instruction, rods and bait free of charge.
