DEC invites the public to comment about a proposed remedy to address contamination related to the SMC Brownfield Site (New Hartford, Oneida Co.), within New York's Brownfield Cleanup Program. Public comments about the proposal will be accepted through May 14, 2018.

A public meeting also will be held: May 3, 2018 from 6:30 PM to 8:00 PM at the Holiday Inn, 1777 Burrstone Road, New Hartford, NY 13413.

Citizen Science: EARLY BIRDERS 

Thursdays May 3, 10, 17, 24 and 31 at 7:30 AM

Come celebrate the dawn chorus as we monitor the progression of spring bird migration. These outdoor surveys begin at 7:30 AM. Meet at the bird-viewing window in the visitor center. After a brief introduction, we’ll head out on the trails. Beginners are always welcome. Binoculars are helpful but not necessary. In case of inclement weather, these programs will be canceled. Since the implementation of Addendum IV in 2014, states have raised several concerns about the current management program. Currently, the yellow eel fishery is managed to an annual coastwide landings cap (referred to as the coastwide cap) of 907,671 pounds and evaluated against two management triggers: (1) the coastwide cap is exceeded by more than 10% in a given year; or (2) the coastwide cap is exceeded in two consecutive years, regardless of the percent overage. If either of these triggers are met, state-by-state quotas are required to be implemented. 2016 landings exceeded the coastwide cap by less than 10%. If landings in 2017 exceed the coastwide cap, state-by-state quotas will need to be implemented. These current management provisions are concerning to some jurisdictions given uncertainty in the landings data.

The Board initiated Draft Addendum V to address these concerns and consider a number of changes to the current management program. Specifically, changes are being considered for the coastwide cap, management triggers, state-by-state allocations, and quota transfer provisions for the yellow eel commercial fishery; as well as the current Maine glass eel commercial quota and the aquaculture provisions of the plan.

If approved, the proposed alternatives to the current management program would be implemented starting in the 2019 fishing season. Since the four management issues related to the yellow eel fishery are linked (e.g., coastwide cap, management trigger, state-by-state allocations, quota transfers), the public is encouraged to specify their preferred alternatives for each issue.

Fishermen and other interested groups are encouraged to provide input on the Draft Addendum either by attending state public hearings or providing written comment. The New York State Department of Environmental Conservation (DEC) and Trout Unlimited’s Chenango Valley Chapter will conduct a Free Family Fishing Clinic on Saturday, May 19, from 9:00-11:30 a.m., and 12:30-3:00 p.m. at the South Otselic Fish Hatchery, located on County Route 26 in Chenango County during the 10th Annual South Otselic Fishing Heritage Day.

No fishing license is required during the event. Spincasting rods and bait will be provided. Children under age 16 must be supervised.

There will also be tours of the South Otselic Fish Hatchery during the day along with numerous other community events. Parking for all activities is available at the hatchery across from the town park. Admission to all activities is free. More information is available online at www.ovfish.org/fishing-heritage-day-2018.

DEC sponsors several free fishing clinics throughout the state where possession of a fishing license is not required. Details available on DEC's website.

TICK TALK WITH TODD GIOMBETTI, MD FAAP

As warm weather arrives, it's time to think about protecting yourself and your family from tick-borne illnesses. Local pediatrician from Giombetti and Brady Pediatrics will share tips on how to prevent tick bites, spot signs of tick-borne illness, when to call your doctor, and what to expect with testing and treatment. There will also be time for Q&A with the doctor. After the talk, enjoy a self-guided walk on 445 acres of preserved fields, forests, and wetlands.
