NYS DEC proposes to repeal 6 NYCRR Part 622, Uniform Enforcement Hearing Procedures, and replace the rule with a new 6 NYCRR Part 622, Uniform Enforcement Hearing Procedures, to clarify the hearing process for administrative enforcement proceedings. In addition to adopting a new Part 622, NYS DEC proposes to amend the definition section of 6 NYCRR Part 620, Procedures for Issuance of Summary Abatement Orders, and Part 624, Permit Hearing Procedures, to make the definitions of terms shared by Parts 620, 622 and 624 consistent. NYS DEC also proposes to amend 6 NYCRR 621.10(a), 621.11(g) and 621.13(d) to require that a copy of a written request for a hearing made pursuant to those subdivisions be provided to the Chief Administrative Law Judge.

Notice of Proposed Rulemaking to repeal and replace 6 NYCRR Part 622 and amend 6 NYCRR Parts 620, 621 and 624 will be published in issue 43 of the State Register, dated October 23, 2019. Join the "Walkers' Club" at Five Rivers Environmental Education Center on Tuesday mornings, 9:30 to 10:30 am.

Participants will gather at the Visitor Center and choose which trail they will walk that morning. This is an opportunity to walk with others and make new friends. These walks are not guided or led by staff. Walkers' Club is a free activity.

Herkimer, Oneida and Hamilton Counties - The New York State Department of Environmental Conservation (NYS DEC) and New York State Department of Transportation (NYS DOT), as lead co-agencies, have accepted a Draft Supplemental Environmental Impact Statement on the proposed Draft Unit Management Plan Amendment / Draft Supplemental Environmental Impact Statement for the Remsen-Lake Placid Travel Corridor.

Written comments are welcome and the previous deadline, December 20, 2019, will be extended. Written comments will now be accepted, by mail or e-mail, by the contact person listed above until January 8, 2019. Copies of the Draft UMP Amendment/Draft SEIS are posted on the NYS DEC.

Copies of the Draft UMP Amendment/Draft SEIS will also be available on CD, upon request in person, at the DEC Region 5 Office, Route 86, Ray Brook, NY and DEC Headquarters, 625 Broadway, 5th Floor, Albany NY.

Notice is hereby given that the New York State Department of Environmental Conservation (NYS DEC) filed a Notice of Proposed Rule Making with the New York State Department of State on October 7, 2019 to amend 6 NYCRR 701.13 & 701.14, Clarification of Class I & Class SD Best Usages. The proposed rule making amends 6 NYCRR 701.13 and 701.14 to clarify the intent of the 2015 I/SD Rule Making that the best usages of Class I and Class SD marine surface waters were, and remain, "secondary contact recreation and fishing" and "fishing," respectively.

Family Fun Guided Hike: WINTER WALK ON OLD FIELD TRAIL 

Join a naturalist on this easy trail that curves through Five Rivers’ old field habitat, a protective shelter for animals of all sizes in the winter months. Rambling along this half-mile loop, we’ll look for signs of wildlife and other winter wonders. Participants may use snowshoes if conditions permit. Program is free but snowshoe rentals are $5 for big kids and adults; children’s snowshoes are free.
