DEC has filed a Notice of Proposed Rule Making to amend 6 NYCRR Part 49 to clarify the current size limit provisions in regulation for the taking of bay scallops. This proposal will amend Section 49.1 to clarify the legal-size limit in regulation for the taking of bay scallops which requires that only those scallops measuring no less than 2 ¼ inches from the middle of the hinge to the middle of the bill and having an annual growth line may be taken.

This rule making will be subject to a 45-day public comment period.

Cornell Cooperative Extension in partnership with NYSDEC will be hosting Charlotte Malmborg to present on the Hemlock Woolly Adelgid. Hemlocks are one of the most important tree species in New York forests, but here in New York our hemlocks are threatened by an invasive forest pest, the Hemlock Woolly Adelgid. HWA reached New York in the 1980s and continues to spread today, infesting new areas each year.

In this talk, Charlotte will cover the importance of hemlock trees in northeastern forests, the threat presented by HWA, and what you can do to identify and manage HWA infestations in your neck of the woods. She will also give an introduction to the New York State Hemlock Initiative's research into biological control opportunities and the role of NYSHI in promoting hemlock conservation throughout the state. There will also be a short field experience where participants will look at hemlocks and some of the common things that might be confused for HWA.

Charlotte Malmborg is a natural resources technician with the New York State Hemlock Initiative at Cornell University, where she lends her voice to improving science literacy regarding hemlock conservation efforts in the face of the Hemlock Woolly Adelgid, an invasive forest pest. In addition to lecturing around the state, she also works with the field team to aid in NYSHI's research efforts. Previously Charlotte worked as a conservation corps member, a horticulturist, and a coordinator for environmental stewardship projects at a land trust, before joining NYSHI in July 2017.

NYSDEC will host a public availability session to provide information on a recently completed habitat management plan for Capital District Wildlife Management Area (WMA) located in the towns of Berlin and Stephentown, Rensselaer County.

Come join us to learn about the goals of the plan and future management at this WMA. The meeting will include a presentation and time for questions. An open house will begin at 6:30 and a formal presentation at 7:00.

BIRDING-BY-SNOWSHOE

Join Five Rivers, the Audubon Society of the Capital Region and the Hudson Mohawk Bird Club for a special birding-by-snowshoe outing. Meet at the Visitor Center at 9:00 AM for a brief introduction to snowshoeing. Then, strap on the waffle stompers and go over the meadow and through the woods in search of winter species. The program is geared for birding/snowshoeing novices. Space is limited. Snowshoe rentals are provided by Friends of Five Rivers at $5 per pair; free to Friends members. Please call the Center at 518-475-0291 by Wednesday, February 21 to register. At least 6 inches of snow cover is required. If there is insufficient snow, we will go on foot. If the weather is severe, this program may be canceled.

Audubon Society of the Capital Region: ANNUAL MEETING AND OPEN HOUSE

This family-friendly, open to the public event will start with announcements and election of officers, followed by a presentation. Tom Lake, New York State Department of Environmental Conservation naturalist, educator and editor, will present “Changing Ecology of the Hudson River Flyway.” His program will illustrate how the flyway has been critical to migratory birds for at least 12,000 years and how birds have adapted to the changing environment. During the presentation, there will be activities for younger folks. Light refreshments will be available and exhibits will show what your local Audubon chapter is doing and how you can participate.

This Citizens Climate Lobby meeting will feature a presentation by DEC climate policy analyst Mark Lowery. Lowery will describe anticipated effects of climate change, the level of greenhouse gas emissions reductions needed to avoid the worst effects of climate change, and New York State programs to reduce greenhouse gas emissions and adapt to unavoidable effects of climate change. The program will include a description of the state’s Climate Smart Communities program, which supports local climate action, and ways for individuals to be involved in the program.
