DEC has filed a Notice of Emergency Adoption and Proposed Rule Making to amend 6 NYCRR Part 40 pertaining to the recreational harvest of summer flounder. This rule making will increase the minimum size and decrease the possession limit. The open season remains unchanged.

The emergency rule went into effect on May 10, 2017 and will expire on August 7, 2017. NYS DEC is seeking to adopt this rule making permanently.

Written comments on the proposed rule making will be accepted until close of business July 17, 2017. For questions or to submit comments please send to the contact listed above.

Each summer, the Friends of Five Rivers offer outdoor programs to help parents and children grow in their understanding and appreciation of the natural world through shared activities. Parents or caregivers and children must participate together. Registration is required.

Summer Evenings Together 1 (Birds and Bird Watching) takes place over four evenings: July 18, 20, 25 and 27. Learn about birds and observing birds through hands-on activities.

Also see Summer Evenings Together 2 (Family Game Night), offered as two different one-evening sessions: July 11 and August 18. Play large-group nature games with other participating families and learn about the lives of animals.

Citizen Science: Monarch Larva Monitoring Project (MLMP)

Take part in ongoing research on monarch butterflies. For more than 15 years, data collected at Five Rivers has been contributed to this continent-wide citizen science project conducted through the University of Minnesota. The goal of the MLMP is to better understand how and why monarch populations vary, with a focus on their distribution and abundance during the breeding season in North America. Volunteers in the United States, Canada and Mexico aid in conserving monarchs and advance understanding of butterfly ecology and migration in general. Meet at the Nature’s Accessible Backyard Trail kiosk, at the south end of our parking lot. Go to www.mlmp.org to learn about the project.

DEC proposed a major reorganization and revision of New York State's solid waste management regulations. DEC received 235 formal written comments, and approximately 5,000 form letters and e-mails during the 180 day public comment period, as well as hundreds of additional comments during the public hearings. The revisions to the regulations address the comments received during the comment period and provide additional clarification on many technical issues.

The public is invited to submit written comments on the revised proposed amendments to Part 360 and the revised Draft GEIS until 5:00 p.m. on July 21, 2017.

The Eastern System Upgrade Project is an approximately 7.8 mile pipeline loop with a new compressor station and a compressor station upgrade. The Project would provide approximately 223,000 dekatherms per day (Dth/d) of firm transportation service from Millennium's existing Corning Compressor Station to an interconnect with Algonquin Gas Transmission, LLC in Ramapo, New York. 91 percent of the Project capacity is subscribed under long-term, firm contracts with local distribution companies and municipalities. All of the proposed pipeline loop would be co-located along the existing Millennium Pipeline right-of-way (ROW).

The New York State Department of Environmental Conservation (NYS DEC) has determined that the cleanup requirements to address contamination related to the TNT Red Star Express site (site), ID # 704028, located at 215 Industrial Park Drive, Kirkwood, Broome County, under New York's State Superfund Program have been or will be met.

NYS DEC has approved a Final Engineering Report, issued a Certificate of Completion for the site, and intends to delete the site from the Registry of Inactive Hazardous Waste Disposal Sites (Registry).

NYSDEC will host a public availability session to provide information on two recently finalized habitat management plans - Cranberry Creek Wildlife Management Area (WMA) located in the Town of Alexandria, Jefferson County and Indian River WMA located in the Town of Theresa, Jefferson County.

Come join us to learn about the goals of the plans and future management of these WMAs. The meeting will include a presentation and time for questions. An open house will begin at 6:00 and a formal presentation at 6:30.

The Valley Lateral Project is proposed by Millennium Pipeline Company, LLC (Millennium) and is located in the Towns of Wawayanda and Minisink, Orange County, New York. Millennium proposes to construct a new 7.8 mile, 16-inch diameter natural gas pipeline that will extend from Millennium's existing main line pipeline north to the new 650 megawatt gas-powered Competitive Power Ventures (CPV) Valley Energy Center being constructed by CPV Valley, LLC in the Town of Wawayanda. The planned pipeline lateral would provide about 130 million cubic feet per day of natural gas to the CPV Valley Energy Center. Approximately 31% of the pipeline lateral will be co-located with existing cleared right-of-ways and approximately 39% of the pipeline will be installed via trenchless methods.

The New York State Department of Environmental Conservation (NYS DEC) is making the draft renewal of the SPDES Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity (GP-0-17-004) and fact sheet available for public review.

This permit is intended to provide SPDES Permit coverage to facilities with stormwater discharges to surface waters of the State from a point source or outlet that conduct industrial activities.

Written comments on the draft general permit must be submitted to the contact listed above by close of business on August 4, 2017.

The Eastern System Upgrade Project is an approximately 7.8 mile pipeline loop with a new compressor station and a compressor station upgrade. The Project would provide approximately 223,000 dekatherms per day (Dth/d) of firm transportation service from Millennium's existing Corning Compressor Station to an interconnect with Algonquin Gas Transmission, LLC in Ramapo, New York. 91 percent of the Project capacity is subscribed under long-term, firm contracts with local distribution companies and municipalities. All of the proposed pipeline loop would be co-located along the existing Millennium Pipeline right-of-way (ROW).

The sixth annual Great Hudson River Estuary Fish Count will take place at multiple sites along the banks and piers of the Hudson on August 5, 2017.

The public is invited to join naturalists from the Capital Region to New York City to explore the amazing variety of slippery, wriggly, and fascinating creatures usually hidden below the river’s surface. During the Fish Count, participating organizations encourage visitors to help collect fish using seine nets, minnow traps, or rods and reels. The fish are released after everyone has a chance to see them up close.

For more information, visit the Great Hudson River Estuary Fish Count page on DEC’s website . While there, watch a clip about seining in the Hudson River on DEC’s YouTube Channel.

While the Fish Count programs are free of charge, some parks may charge entrance or parking fees.
