Notice of Complete Application for General Permit GP-7-18-003, Lower Salmon River Restoration and Enhancement Projects

The New York State of Environmental Conservation (NYS DEC) Region 7 Office proposes to issue General Permit GP-7-18-003, Lower Salmon River Restoration and Enhancement Projects. The General Permit (GP) covers a group of common activities, undertaken by NYS DEC, pertaining to in-stream channel restoration, stream bank stabilization, angler access trail development, and the construction of parking areas.

The draft General Permit is available at the NYS DEC Region 7 office in Syracuse. Comments must be submitted to the contact person in writing no later than June 7, 2018 or 15 days after the publication of this notice, whichever is later. Comments can be submitted to the contact listed above.

Proposed Rulemaking to Amend Water Quality Standards Regulations and the Classification of Upper and Lower New York Bay

The purpose of the proposed rulemaking is to amend Parts 700, 703, and 890 of Title 6 of the Official Compilation of Codes, Rules, and Regulations of the State of New York (6 NYCRR) to adopt new standards for enterococci and E. coli to meet the requirements of federal law and to upgrade the classifications of certain surface waters in the New York Harbor.

The New York State Department of Environmental Conservation (DEC) will host two public meetings to provide information, answer questions, and accept public input for updates to the Hewitt-Cayuga Highlands Unit Management Plan (UMP). A highlight of the update is development of an accessible trail to view Upper Carpenter Falls in the town of Niles, Cayuga County.

DEC will open the 60-day comment period with two public information sessions on Thursday, June 7, 2018, from 2:00 to 4:00 p.m. and 6:00 to 8:00 p.m. in the Community Room at the Niles Town Hall, 5923 New Hope Road, Moravia, NY 13118.

DEC will accept comments on the plan until Tuesday, August 7, 2018 and invites the public to attend one of the two meetings on June 7 to share ideas about what they would like to see included in the UMP.

Family Fun: OUTDOORS AFTER SCHOOL

 Join us after school to get some fresh air, stretch your legs, and have fun outdoors. We’ll meet in front of the visitor center to head out on an adventure. Each week will have a different theme and will include time to explore. Come for as many sessions as you’d like, and dress for outdoor activity. For children in grades K-5 and their caregivers.

DEC invites the public to this informal session to discuss a proposed expedited cleanup of contamination related to the Morse Industrial Corporation Site (Ithaca, Tompkins Co.), within New York's State Superfund Program. Stop by anytime between 5:00 PM and 7:00 PM. Public comments also are welcome at the session, and during a public comment period that has been extended through June 18, 2018.

Citizen Science: BAT COUNT TRAINING

Bats in New York State are suffering from White-nose Syndrome, which has caused the decline of many different species of bats. This area of the state was where this syndrome was discovered. Now the disease is in over half of US states and is still spreading. Five Rivers’ Jones barn is home to a colony of one of the bat species that was hardest hit by the syndrome. Join us for this indoor training and the first bat count of the season. Please call ahead to pre-register for this event at 518-475-0291 . This event will be postponed in the event of weather that does not meet the survey protocol.

NOTE: Organized groups (scouts, schools, hiking clubs, etc.) are welcome, but are asked to call Five Rivers at 518-475-0291 to register.
