Partnership Section
This section develops and maintains collaborative relationships with external stakeholders and partners to restore and protect New York State's waters. The Partnership Section evaluates proposed water quality improvement projects for funding, works with partners to guide progress toward achieving water quality goals, empowers stakeholders to assist in the development and implementation of program goals, and conducts outreach and communication activities.

- Water Quality Improvement Projects (WQIP) Funding
Strategic use of funding to accomplish highest priority water quality management goals. Provide funds to municipalities for wastewater treatment improvement, nonpoint source abatement, and implementation of stormwater management programs required under the Phase II stormwater program - Partnership Activities Funding
Works with partner agencies and organizations to achieve water quality goals. Supports targeted program compliance through enhanced field presence by engaging local partners - Communication and Outreach
Maintain effective communication with the public, our partners, and DEC staff to improve program delivery, encourage better stewardship, and achieve environmental excellence - Collaboration and Participation

Resource Planning and Management oversees the Division of Water's personnel and operations as well as the workload and spending plan allocations with the goal to allow the Division to achieve its mission, while ensuring that appropriate internal controls and generally accepted accounting practices are in place. Specific activities include:

This group is responsible for oversight of the Division's data systems and equipment. The technological advances of the web have made e-mail a primary method of communication both internally and externally. The Division relies upon electronic media for communication, data transfer, education, and outreach with regulated entities, federal, state local governmental agencies, and the general public. The group's responsibilities include:
- GIS technical assistance, training, and troubleshooting
- DOW internal and external webpage support, maintenance, and quality control
- Electronic document storage
- Maintenance, training, and support of data systems and information
- Management of DOW's IT budget
- Represent DOW on DEC corporate data committees and task forces
- Oversee use and training of data equipment for DOW
