| Duties/Responsibilities |
Under the direction of the Applications Development Bureau Manager, this position is the lead programmer responsible for writing, testing, troubleshooting, and maintaining critical enterprise applications that support DEC's permitting and compliance functions. Requires significant expertise in PowerBuilder programming language and is responsible for key decisions regarding the use and programming of enterprise shared data structures and the complex business rules associated with this data. This position may supervise, lead or coordinate other application programmers. Additional duties include: Writes programs according to specifications, which may be provided by Systems Analysts, or other programmer analysts within the bureau. Updates, repairs, modifies, and expands existing PowerBuilder application programs. Converts data from project specifications and statement of problem and procedures to create or modify PowerBuilder programs, applying knowledge of programming techniques, DEC standards and shared modules within the enterprise applications. Prepares, or receives from systems analyst , use cases to illustrate the sequence of steps the program code must follow and to describe logical operations involved. Analyzes workflow chart and diagram, applying knowledge of computer capabilities, subject matter, and symbolic logic. Confers with supervisor and representatives of Divisions concerned with the program to resolve questions of program intent, data input, output requirements, and inclusion of internal checks and controls. Formulates a plan outlining the steps required to develop the PowerBuilder program code, using structured analysis and design. Troubleshoots enterprise application problems by locating the source of problem and rewrites program to correct errors. Analyzes, reviews, and rewrites programs to increase operating efficiency or to adapt the program to new requirements. Writes complex SQL statements, stored procedures, functions, triggers and packages. Compiles and writes documentation of program development and subsequent revisions. May work with Systems Analyst to obtain and analyze project specifications and flowcharts. May train users to use the enterprise application. May supervise, lead, or coordinate other programmers in the execution of daily tasks. |
| Minimum Qualifications Strictly adhered to based on Civil Service requirements |
10+ years experience with developing applications using PowerBuilder, including 1 year or more experience with PowerBuilder 11 and the RTF control 10+ years experience with SQL (Oracle PL/SQL), specifically writing complex SQL statements, stored procedures, functions, triggers and packages. At least 1 year experience writing programs with Oracle 10g or 11g as the database. At least 1 year as lead programmer for large enterprise system. |
