Environmental Protection Fund

The Environmental Protection Fund (EPF) was created in July 1993 by an act of the State Legislature because "the preservation, enhancement, restoration, improvement and stewardship of the state's environment are among the government's most fundamental obligations. The quality of the state's environment and of the health and welfare of this and future generations depends on maintaining and continuing the State's tradition of protection of parks, historic properties and land with significant environmental, historical and recreational value and revitalizing the State's waterfronts."

The Environmental Protection Act created Section 92-s of the State Finance Law, establishing the EPF, which is a special revenue fund in joint custody of the Comptroller and Commissioner of Taxation and Finance.

The EPF provides funds for a variety of State and local environmental programs across an assortment of state agencies and commissions. The EPF is supported by a portion of the State's revenues from the sale or lease of surplus State property, conservation license plates, the real estate transfer tax, and other miscellaneous revenues.

There are three main accounts within the EPF: Solid Waste, Parks, Recreation and Historical Preservation, and Open Space; from which various programs are allocated funding, based on appropriations that are set annually through the State Legislature budget process.
