Reassignment - Currently in the title and an employee of DEC Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - listed below; Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): Either: seven years of business analysis experience, where 50% or more of duties included experience in at least three of the following five areas. 1. using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization's business needs; 2. describing in a comprehensive written document what the system, process, or product/service must do in order to fulfill the business requirement(s); 3. using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business process; 4. documenting, communicating and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals; 5. developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and are capable of achieving the design capabilities. OR a bachelor's or higher degree AND three years of the required experience as described above. OR current certification as a business analyst where the certification process included a requirement of five years of business analysis experience, 21 hours of professional development, and an assembled (no an 0n-line) examination AND one year of post-certification experience described above.
