|Reassignment - Currently in the title of Business Systems Analyst 1 and an employee of DEC
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher AND EITHER:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - bachelor's degree and have a standing on the Professional Career Opportunities (PCO) eligible list;
For SG-18 level: Bachelor's degree AND:
Two years of experience performing at least three of the following activities concurrently:
-Using recognized business analysis methodologies (i.e. Root Cause Analysis, JAD sessions, Focus Groups, Interviewing, Observation) to elicit requirements and determine required solution capabilities as the foundation for meeting the organization's business needs
-Using recognized business analysis techniques (i.e. Data Flow Diagram, Business Process Model, Fish Bone Diagram, Context Diagram) to document requirements for the purpose of designing solutions aimed at improving the efficiency and effectiveness of the business process
-Validating/verifying requirements throughout the product/system development life cycle (SDLC) for all changes to processes that would enable the organization to achieve it's goals, address operational inefficiencies, develop benchmarks and measures of quality, create, distribute and analyze results of customer satisfaction surveys; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and communicating with stakeholders
-Describing in a comprehensive written document(s) (i.e. Business Case, Fit-Gap Analysis document, Functional Specifications, Business Requirements Document [BRD]) what the system, process, or product/service must do in order to satisfy the established business requirements; create update and maintain documentation, and perform impact analysis on all change requests
The following activities are not considered qualifying experience:
Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources
Responsibility limited to forms design and changes to forms
Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming
Development of instructional materials and classroom training
Help desk duties including troubleshooting, resolving user issues, and providing customer service
Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search "GOT-IT"
Eligible for transfer to Business Systems Analyst Trainee 1 under Section 70.1: One year of permanent competitive service as an Administrative Analyst Trainee 1, Administrative Assistant Trainee 1, Budgeting Analyst Trainee 1, and Personnel Administrator Trainee 1. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT".
55-b/55-c Candidates must meet the open competitive minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
