Duties/Responsibilities

Serves as the supervisor and manager of OGC's General Enforcement Bureau
- assigns/manages/reviews workflow of bureau staff to ensure adequate and timely completion of assignments
- drafts work plans
- develops enforcement initiatives; ensures program goals are recognized and seeks management approval as necessary.

Serves as counsel to Deputy Commissioner and General Counsel as well as other Executive staff members, Regional Directors and Regional Attorneys
- provides timely guidance and response to inquiries; provides legal support for the development and implementation of legislation and regulations as they relate to Bureau programs
- works with Federal entities such as DOJ and EPA with respect to the implementation of Water, Pesticide and Law Enforcement programs

Serves as litigation counsel including providing support during any administrative hearing matters; ensures the Department's perspective, policies and goals are considered in developing litigation strategy.

Provides legal support for the development or interpretation of proposed legislation and rule-makings, and demonstrates familiarity with program initiatives; interacts with program staff to ensure that drafting of regulatory amendments is legally sufficient; assists staff with interactions between the Department and the regulated community; coordinates with the Office of the Attorney General on enforcement with respect to various DEC programs; and serves as the Department liaison to various advisory committees, associations and other stakeholders. Additional duties may be assigned.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 26 or higher and either:
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position and possess the appropriate license. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.
