|Duties/Responsibilities||Agency Training and Development Specialists 2 are responsible for training and developing an agency's work force so that it may more effectively provide the agency's services to its customers. Incumbents use educational, adult learning, and multidisciplinary methods, principles, and techniques to plan and organize an agency's training and employee development programs. They use organizational development techniques and processes to address systemic issues so that work units can achieve agency goals and objectives.|

Reassignment - Currently in the title and an employee of DEC
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and either:
