Duties/Responsibilities Professional Engineer 1Civil serves as Project Engineer of a major construction project or of a group of smaller construction projects. Incumbents plan, design, inspect and prepare contract documents and estimates for, and supervise the construction & maintenance of a wide variety of facilities including requisite water & wastewater treatment, bridges, drainage structures, dams, levees, flood pump stations, buildings, fish hatcheries, wildlife facilities, road and trails. At the PE 1 level, under the general direction of a higher level licensed professional engineer, incumbents have immediate supervisory responsibility for large construction projects & inspection initiatives or supervise lower-level staff involved in the design and/or construction of various projects. The incumbent may also be responsive for review of projects for compliance with applicable codes including the NYS Building Code. Statewide field investigation and ability to independently obtain all information required to complete project designs including, surveying, testing, structural and safety analysis. Analysis and design in areas relating to structural, mechanical, hydrologic, hydraulic, water supply, sanitary, soils and highway engineering, with extensive use of ACAD & engineering software. Preparation of design reports and technical documents to obtain regulatory approval. Cost analysis & preparation of project estimates & schedules. Preparation of contract documents for public bidding, did review & award recommendation. Provide construction assistance, submittal review & interpretation of plans & specifications. Must be capable of providing clear, understandable, verbal and written direction to office and field staff. May be required to review reports and manage design work prepared by consulting engineers.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Professional Engineer 1 Civil, or Professional Engineer 1 Environmental (with current NYS Professional Engineers License and current registration)


Open competitive minimum qualifications provided for 70.4 transfer eligible candidates.

Minimum Qualifications - Professional Engineer 1 Civil - Open Competitive:

1) A New York State Professional Engineer's license and current registration, OR
A professional engineer's license and current registration from a State or Territory of the United States by means of a 16-hour written licensing examination which is the equivalent of that given in New York State. Please submit a photocopy of your license and current registration. Candidates appointed under this option must secure a NYS professional engineer's license and registration prior to appointment;

And

2) Two years of experience in professional civil engineering.*
* For the purposes of this position, professional civil engineering experience must have been gained after successful completion of Part A of the professional engineer's licensing examination and must have included the application of engineering theory and principles involving the preparation and/or review of plans, designs, specifications and estimates used for construction of dams, roads, bridges, water supply and treatment systems, wastewater disposal and treatment systems, building or other structures; or for the purpose of confirming compliance with environmental or governmental regulations.

Substitutions:
A master's degree in civil engineering can be substituted for one year of required experience. A doctoral degree in civil engineering can be substituted for two years of required experience. This substitution can be made ONLY when the higher-level degree is in addition to an acceptable first degree in civil engineering or civil engineering technology.

Please Note: If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 cannot be considered.
Additional Comments

Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain and work in remote areas and adverse weather conditions. Travel, overtime, and overnight travel may be required. Must be available for emergency response.
