Duties/Responsibilities Duties involve supervising the Bureau of Pest Management's Reporting & Certification program and staff responsible for: certifying about 26,000 pesticide applicators; issuing them pesticide certification ID cards; registering about 4,600 businesses and agencies to use pesticides; issuing commercial business permits for the sale of restricted use pesticides; overseeing the Pesticide Reporting Law (PRL), processing PRL annual reports, and preparing annual summaries of pesticides sales and use; reviewing and approving about 3,000 applicator training courses; developing and reviewing pesticide applicator training manuals; developing, administering, scoring, and processing certification exams; and issuing pesticide training credits; administering and overseeing work performed under contracts related to the PRL and production of certification identification cards. Duties also involve overseeing the analysis, design, development and implementation of a comprehensive, in-house, database system for all pest management programs; preparing comprehensive revisions to the regulations pertaining to the application of pesticides; overseeing responses to FOIL requests related to reporting and certification; providing technical guidance and support to DEC Regional and Central Office staff, other agencies, the regulated community, and the general public.

Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Program Specialist 3, Citizen Participation Specialist 4, Engineering Geologist 3, Environmental Analyst 3.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel, overtime, and overnight travel may be required. Must be available to respond to after- hour's emergencies.
