Duties/Responsibilities
  • Under the direction of the Regional Engineer, manage the Region 5 Division of Water program. Programs, records, equipment, and budgets are effectively managed consistent with applicable laws, regulations, policies, and guidance.
  • Supervise technical and administrative staff located in two offices. Ensure staff have knowledge of policies/procedures and comply with them. Provide clear direction to staff and ensure assignments are completed in a timely and professional manner.
  • Oversee all permitting, compliance, and enforcement activities.
  • Respond to citizen complaints and emergency incidents.
  • Coordinate activities with interested stakeholders. Participate in meetings with the regulated community and the general public.
  • Perform administrative duties including timesheets, travel expense reports, budgeting, purchasing, equipment management, records management, FOIL, mandatory training, and internal controls.
  • Keep the Regional Engineer, Regional Director, and other DEC managers informed of program accomplishments, emerging issues, and high profile situations through effective verbal and written communication.
  • Complete special tasks assigned by the Regional Engineer or Regional Director.

Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Program Specialist 3, Citizen Participation Specialist 4, Engineering Geologist 3, Environmental Analyst 3.
Additional Comments

Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain and work in remote areas and adverse weather conditions. Travel, overtime, and overnight travel may be required.Weekends and holidays may be required.Must be available for emergency response. Must be available to respond to after- hours emergencies.
