Duties/Responsibilities 1) Essential Functions

2) Duties Description This position will serve as the Chief for the Recycling and Outreach Section reporting directly to the Director of the Bureau of Waste Reduction and Recycling, in the Division of Materials Management (DMM), in Central Office.

This Section Chief and section will be responsible for developing and implementing a statewide waste reduction and recycling education and outreach program that will be focused on regional delivery of the program elements to local governments, institutions, schools, businesses and industry. The program will be coordinated by the section Chief and administered through various regional staff across the State in an integrated manner striving for consistency of message while providing specialized support to the various entities within the regulated community.

The Section Chief will additionally be responsible for coordinating program efforts with the Department's regional and central office sustainability program and provide assistance to those efforts. The position will be located in New Paltz and directly supervise multiple staff in that office as well as staff in the Sherburne and Albany offices as part of a coordinated multi-regional waste reduction and recycling education and outreach program that will continue to be expanded to other offices in the future. These staff will also be supplemented by portions of staff in each of the nine regional offices who are under the supervision of the respective Regional Materials Management Engineers (RMMEs) which in total aggregated time will amount to an additional 2.5 staff persons.

Use of this supplemental staff support will have to be coordinated by the Section Chief with the RMMEs to ensure proper usage of staff. However, waste reduction, recycling outreach, and education functions will be under the supervision of this Section Chief. Outreach efforts will include public meetings, presentations, advisory and liaison roles with various statewide and regional solid waste management organizations and advisory groups, development of statewide educational campaigns, webpage enhancement and development, and advanced of program social medial presence.

While program enhancement and development will be initially centered in the lower Hudson Valley due to the long-standing hub of waste reduction and recycling program activity and development, intention of the section will be to provide transfer of the knowledge, successful programs and information networks from that regional of the State to all regions of the State through this integrated and coordinated team approach. Exceptional written and verbal communication skills are necessary for this position. While based in the New Paltz Office, extensive travel is anticipated as well as at times and as necessary, after-hour and weekend work. 3) Unique Duties Develop a regional waste reduction, reuse and recycling outreach and educational workplan using assigned Central Office and Regional Office staff.

This workplan must incorporate the Bureau's outreach and educational functions in order to provide a regional presence to pass this information along to regional staff, local and state governments and businesses. Track the progress of this assigned program and adjust the workplan as appropriate taking feedback into account. Keep all appropriate Central Office and Regional Office staff informed about this effort and its progress. Work on assigned Sustainability program efforts with other Department staff. Be knowledgeable of and work on Executive Order 4 program duties as assigned. Develop and enhance Regional waste reduction and recycling programs for the Department.

Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Program Specialist 3, Citizen Participation Specialist 4, Engineering Geologist 3, Environmental Analyst 3.
