Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 9 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 70.1: Permanent competitive service as a Legal Assistant 1, Accountant Aide and trainees, Administrative Aide, Agency Program Aide, Agency Services Representative, Business Document Specialist 1, 2, or 3, Calculations Clerk 2, Clerk 2, Environmental Conservation Program Aide, Head Mail & Supply Clerk, Keyboard Specialist 2 or 3, Payroll Specialist 2, Principal Account Clerk, Principal Audit Clerk, Principal Clerk, Principal Mail & Supply Clerk, Principal Offset Printing Machine Operator, Principal Stores Clerk, Purchasing Assistant 2, Secretary 1 or 2. Also any language parenthetic for the above titles. You may be required to meet additional requirements. Additional titles which qualify can be found on the Department of Civil Service website , http://www.cs.ny.gov/, search "GOT-IT".

55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): An associate's degree or certificate in legal studies, paralegal studies, or legal assistant studies from an accredited institution or one approved by the American Bar Association
