• Attend NYS Lean training and become proficient in Lean principles, tools and practices.
• Facilitate DEC Lean projects, using idea generation tools (e.g., brainstorming and root cause analysis), project
management techniques and strong team leadership, written and oral skills.
• Collaborate and regularly communicate with program management who serve as project sponsor and lead.
• Lead multi-disciplinary Lean project teams to help generate improvement measures and schedule implementation.
• Provide Lean technical support to the team during all phases of the project, including the extended implementation
• Proactively follow-up on outstanding project team tasks and issues and keep Deployment Manager (DM) advised.
• Follow-up on the sustainability of improvement changes and alert DM to any negative impacts/unintended
• Ensure team adherence to Lean guidelines and alignment of projects with agency objectives.
• Track project reporting and metrics.
• Participate in NYS Lean office Empire Belt meetings.

• Report to the DEC Lean Deployment Manager and regularly advise on all progress and issues.
• Assist the Deployment Manager with:
o Implementing a Lean communications plan.
 Developing Lean educational materials to foster DEC understanding and implementation of Lean methodologies
and projects.
 Communicating and sharing best process improvement practices with regional, divisional peers.
 Preparing presentations for communicating key project undertakings and success stories.
o Tracking metrics for DEC Lean projects. Utilize Minitab project dashboard and data software as well as Excel and
Word. Conduct statistical analysis and design spreadsheets. Measure and communicate results from improvement
o Developing an internal and external DEC Lean website.
o Developing a set of consistent Lean project forms and tools for team use.
o Building and sustaining a Lean continuous improvement culture at DEC.
o Creating methods to provide recognition to individuals and groups involved.
• Assisting with special projects to fulfill DEC Lean objectives and support the DM.

Minimum Qualifications

Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.
Eligible for transfer under Section 70.1: Permanent competitive service as a Senior Administrative Analyst, Administrative Aide, Agency Program Aide, Senior Librarian. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, http://www.cs.ny.gov/, search "GOT-IT."

55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): Bachelor's degree.
