Duties/Responsibilities Reports to the Regional Operations Supervisor and assists in the supervisory and administrative leadership of Region 3's Operations Programs and staff which includes 4 campgrounds, Environmental Education Centers, Catskill Fish Hatchery, several sub-offices, and numerous other infrastructures, WMAs, trails, etc. in Westchester, Rockland, Orange, Putnam, Sullivan, Dutchess, and Ulster Counties. Communicates freely, openly and professionally. Participates in executive level meetings with other DEC Program Managers. Provide guidance and mentoring on best technical practices and appropriate procurement practices to staff. Manages projects & working circles, develops spending plans, maintain and manage facilities & the security of physical assets. Oversees Region 3 fleet management including supervision of the garage and MEMs. Oversees Operation's heavy equipment inventory including security, maintenance, repair, and proposals for new. Develops construction contracts and scope of work including technical specifications & material listings. Ensures files & record keeping is neat, organized, up to date & easily retrievable by other appropriate staff. Prepares project outlines for NY Works projects. Assists in hiring of suitable staff & ensures appropriate supervision takes place by direct and indirect reports. Assists the Department & Region in emergency response.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

or

55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in the management ** of the program; OR 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in management ** of the program, AND sixty semester credit hours, including 18 semester credit hours in science or applied science in civil, electrical, mechanical, forest, or construction technology.***
Definitions for the purpose of meeting these qualifications:
* Administration - responsibility for estimating, supervising, and planning and assigning work.
** Management - responsibility for budgeting, supervising, planning and assigning work, and evaluating employees.
*** You must submit a list of qualifying courses with your application. Include the number of semester credit hours for each course. Applications submitted without a list of relevant courses WILL NOT be considered.

Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain, work in remote areas and work in adverse weather conditions. Travel, overtime, and overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after- hour's emergencies.

Duties/Responsibilities Must supervise and administer leadership at facilities located in the Warrensburg working circle serving both public & employees - 9 campgrounds, 3 day use areas, 2 maintenance centers (Warrensburg and Green Island) and Lake George Shop and 2 non-regionalized facility (Saratoga Tree Nursery and Pack Forest Educational Camp), miles of trails, fish & wildlife management areas, boat launches, fire towers, observer cabins and DEC-owned dams. Responsibilities include budgeting, operating, maintaining & rehabilitating facilities to ensure in compliance with health & safety codes. Administer all construction & maintenance field staff and equipment mechanics in Warrensburg working circle. Manages annual operating budget and capital funds. Manages automotive staff, maintenance centers & automotive budget in Warrensburg working circle. Hiring, training and supervising staff consisting of 11 permanent staff, 15 long-term seasonal staff and 120 seasonal staff.
