Duties/Responsibilities Incumbent will be responsible for the supervision and management of Operations Staff in St. Lawrence County, making certain that state assets are properly maintained and developed for safe use by the public and employees. Oversee the Operations field crews, operation of the vehicle maintenance center and recreation program. Responsible for the enforcement of agency policies and rules, monitoring health and safety compliance, maintenance of the hazard communications plan, conformance to OSHA and PESH, uniform building and fire codes. Responsible for written reports, record keeping, budget preparation, preparing purchase requisitions and other administrative duties necessary for efficient management of the Operations Unit. This includes managing dedicated accounts associated with R&I, capital projects, Recreation, transportation, signs, EPF, NY works and flood control projects. Responsible for creating Operations work plans with the regulatory checklists and obtaining the appropriate building permits necessary to conduct standard construction. Oversee the implementation of program work plans according to priorities. Responsible for completing construction cost estimates, evaluating project alternatives and determining the return on investment for specific expenditures. Responsible for contracts associated with major construction projects; contract development; contract execution; including job order contracting; assure work is done as specified and MWBE participation.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.


Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below

Open competitive minimum qualifications (provided for 70.4 transfer eligibles): four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in the management ** of the program; OR 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in management ** of the program, AND sixty semester credit hours, including 18 semester credit hours in science or applied science in civil, electrical, mechanical, forest, or construction technology.***
Definitions for the purpose of meeting these qualifications:
* Administration - responsibility for estimating, supervising, and planning and assigning work.
** Management - responsibility for budgeting, supervising, planning and assigning work, and evaluating employees.
*** You must submit a list of qualifying courses with your application. Include the number of semester credit hours for each course. Applications submitted without a list of relevant courses will not be considered.

If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer option cannot be considered.
Additional Comments

Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including respirator, will be required. Must be able to negotiate difficult terrain and work in adverse weather conditions. Travel, overtime, and overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available for emergency response. Must be available to respond to after- hours emergencies. Must be able to lift and move objects up to 50 pounds.
