Duties/Responsibilities Manage the Regional Bureau of Ecosystem Health- Biologists,Technicians, and Program Aide. Develop annual work plans that reflect Department, Division, Bureau & Regional Priorities; prepare and manage annual Unit budget, track expenditures and report balances. Manage and implement regulatory review of Article 15, Title 5- Use and Protection of Waters; Article 15, Title 27- Wild, Scenic, and Recreational Rivers; and Article 24- Freshwater Wetlands within UPA mandated time frames. Manage Article 15 and 24 enforcement and compliance programs including conducting administrative settlement conferences.

Conduct on site freshwater wetland delineations for permit applications and jurisdictional inquiries. Position requires frequent contact with government representatives and officials from local to federal levels, as well as the public, contractors and consultants on proposed projects and/or violation investigations, at times in potentially confrontational circumstances. Position will require testifying as an expert witness at permit and enforcement hearings. Will need to attend Division and Bureau meetings across the State which may require overnight travel. Position requires attending and speaking at public meetings or hearings.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain, work in remote areas and in adverse weather conditions. Travel and overnight travel may be required. Must be available to respond to after-hours emergencies. Must be able to lift and move objects up to 30 pounds.
