Duties/Responsibilities

Provides professional administrative and staff support by overseeing Regional office and support activities, provides office support to other administrative staff as needed, and assists the Regional Director on assignments. Independently handles all aspects of hiring process from beginning to end, including: preparing job postings; writing letters to canvass eligible lists and conducting follow-up; preparing hiring packages; and providing new employee orientation on and off site of the New Paltz campus. Serves as a liaison with DEC Central Office including Bureau of Personnel regarding various personnel tasks including the employment process, examination and recruitment, employee benefits, and administration of time and attendance rules.

Must understand DEC and NYS Civil Service policies and procedures, and be knowledgeable and provide guidance to staff on forms and reporting requirements about various personnel topics. Must maintain complete confidentiality in all aspects of the position, particularly regarding personnel transactions, and Regional Director projects. Requires excellent written and oral communication skills for interactions with executive and management, co-workers, representatives of businesses, nonprofit organizations and the general public. Requires familiarity with Microsoft Office products used for DEC email and letters, and an ability to create clear narrative and tabular documents. Must possess ability to make judgments about when to ask for management direction and guidance in order complete work independently. Must establish and maintain effective working relationships with a variety of staff at all levels through good listening, teamwork and conflict resolution skills.

Reassignment - Currently in the title of Administrative Assistant and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher AND EITHER:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search "GOT-IT"
or

Eligible for transfer under Section 70.1: Permanent competitive service as an Administrative Assistant, Administrative Aide, Agency Program Aide, Head Clerk, Legal Assistant 1 & 2 and Trainee 1, Office Assistant 3, Office Assistant 3 (Calculations), Principal Clerk, Secretary 1 & 2, Management Specialist 1, Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT".

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): Bachelor's degree.

55-b/55-c Candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Additional Comments

This is a six-month Temporary Budgeted item: The incumbent of this position will shadow the current Administrative Assistant. Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Overtime, and overnight travel may be required.
